Escambia Contractor Competency Board Suspends Contractor’s License Amid Sunshine Law Presentation
- Meeting Overview:
The Escambia Contractor Competency Board met recently to address various contractor applications, a significant license suspension, and comprehensive guidance on the Sunshine Law. The most consequential decision involved placing a contractor on probation and suspending their license due to violations, coupled with a detailed presentation on maintaining transparency in government operations.
A substantial portion of the meeting was devoted to dealing with the case of contractor Jeffrey W. Meyers, who was not present. Meyers had been facing a 24-month license suspension in Santa Rosa County due to code violations. The board deliberated on whether to impose similar disciplinary measures in Escambia County. With ongoing permits under Meyers’ name yet to be finalized, the board sought a balance between enforcing penalties and ensuring no disruption to current projects. After discussions, the board decided on a probationary period until the existing permit was completed or expired, followed by a 12-month suspension. This suspension included the critical condition of halting all permitting privileges during probation. The motion to adopt this recommendation was made, seconded, and passed without opposition. Additionally, the board proposed forwarding the case to the Construction Industry Licensing Board (CIB) for further action, a motion that was similarly approved unanimously.
The meeting also highlighted the process of reviewing and approving applications for contractor examinations and license reciprocity. Mr. Anton Berishev, Curtis McLofflin, and David Reynolds were among the applicants whose qualifications were scrutinized. Berishev sought approval to take the underground utility contractor examination, leveraging his general contractor license to perform utility services on projects where he was not the primary contractor. His application was approved after the board verified his experience and knowledge.
Curtis McLofflin, who had appeared before the board previously, provided additional documentation to validate his experience, which included over five years as a foreman and superintendent in Oregon. With positive feedback from his former employers and a discussion on his past projects, his application for a building contractor examination was approved.
David Reynolds applied to reciprocate his roofing contractor license from Santa Rosa County. With eight years of experience as a field supervisor at Davis Roofing, Reynolds provided comprehensive documentation of his managerial role in commercial roofing projects. The board approved his application following a series of clarifying discussions.
Other board decisions included approving applications for Riner Crabtree, Ashley Preston, and Shawn Greece. Crabtree sought to reciprocate his residential contractor’s license, which he had held since 2017. Preston applied to reciprocate her registered general contractor license, detailing her six years of industry experience and current role as the owner of Southern Oak Contracting Group. Greece requested a business name change, addressing a past financial incident from 2009. Each application received unanimous approval after review.
Time was dedicated to a presentation on the Sunshine Law, emphasizing the necessity of transparency in government meetings. Board members were reminded of the importance of conducting all discussions in public meetings and maintaining ethical standards to avoid any appearance of impropriety. The presenter highlighted cases involving misdemeanor and felony charges due to violations of the Sunshine Law, stressing the need for vigilance.
