Escambia Planning Board Approves Rezoning Amid Community Concerns Over Development Impact
- Meeting Overview:
The Escambia County Planning Board convened on February 3, 2026, where it approved two rezoning applications, one involving properties on North Palifox Highway and the other on Gotti Lane, despite vocal community opposition regarding potential impacts on existing neighborhoods.
The most notable issue was the rezoning application for Gotti Lane, where the applicant sought to change the zoning from medium density residential (MDR) to high density residential (HDR). The proposal aimed to facilitate the construction of 12 duplexes, totaling 24 rental units. Concerns were raised by members of the Fox Run Homeowners Association, who feared increased traffic, noise, and a loss of privacy. They argued that the development could alter the character of their single-family home community and questioned the adequacy of infrastructure to support the increased density.
During the public comments segment, a resident emphasized the difficulties in navigating traffic around Guide Lane and Sunshine Lane, particularly during peak hours. This sentiment was echoed by Janice Hoff, a board member of the Fox Run subdivision homeowners association, who expressed concerns about the proposed density increase potentially compromising public safety and property values. Hoff cited specific chapters of the Local Development Code (LDC) that she believed were not being followed, emphasizing the need for zoning decisions to reflect community protection and enhancement.
Another resident, Bridget Barber, highlighted the potential for increased noise and trespassing issues, pointing out that the development would back directly onto her property, affecting her family’s privacy. She also raised concerns about historical traffic difficulties that could be exacerbated by the new development.
Despite these objections, the board moved forward with the rezoning approval. Staff had presented maps and photographs of the Gotti Lane site, noting that while the request could be viewed as spot zoning, it was in line with the county’s land development code and mixed-use urban future land use designation. The board noted that the presence of existing multifamily developments in the area suggested compatibility with the proposed zoning change.
The applicant, Gary Bishop, confirmed his agreement with the staff’s findings, emphasizing that the development of duplexes would not alter the residential nature of the area. Staff clarified that the previous conditional use approval for townhomes, while relevant, should not influence the board’s decision on the current request. They reiterated that the HDR zoning request was consistent with existing land uses and infrastructure capabilities.
In contrast to the opposition, speaker Larry Jones Jr. supported the development, acknowledging the importance of property rights and the need for housing to accommodate a growing population. He argued that opposing development could be seen as a contradiction to property rights and emphasized the demographic shifts requiring increased housing availability.
The second rezoning case, involving properties on North Palifox Highway, was less controversial. The application sought to change the zoning from a commercial district with 25 dwelling units per acre to heavy commercial and light industrial (HCLI). Meredith Bush, representing the applicants, articulated that the proposal aligned with the comprehensive plan and promoted a mix of residential, retail, office, and light industrial activities along urban corridors. The current use of the site as a used car sales operation was noted as compliant with HCLI activities, and staff supported the rezoning request, confirming alignment with infrastructure plans, including drainage and sidewalks along Palifox Street.
The public comment segment for this case included Larry DS Jr., who expressed support for the rezoning, advocating for property rights and the positive direction of the request. The board approved the rezoning without opposition.
Stormwater management was another significant topic during the meeting, especially concerning the Gotti Lane project. An applicant outlined plans for a stormwater pond, emphasizing mandatory adherence to stormwater and parking regulations. The county engineering team assured that each project would meet its stormwater management requirements, protecting surrounding properties from adverse impacts.
In addition to rezoning discussions, the meeting included public engagement opportunities, with assurances of online information availability and further inquiries welcomed. Before the meeting adjourned, a board member acknowledged the retirement of a long-serving county employee, praising her contributions.
