Escambia Planning Board Approves Rezoning Amid Resident Concerns Over Traffic and Noise

The application emphasized the absence of spot zoning, given the proximity to existing HCLI zones.
A notable feature of the application was a deed restriction preventing access from Maxim Road, addressing traffic concerns raised by nearby residents. The board engaged with Bush, focusing on development specifics, particularly the maintenance of a vegetative buffer as a visual barrier for the neighborhood. Additionally, ingress and egress were to be directed exclusively to Burgess Road, a measure intended to alleviate residents’ concerns.
Residents from Westmont Street voiced their opposition during the public comment period, citing potential negative impacts on traffic, noise levels, and natural surroundings. Donald Fabian expressed concern that allowing access from Westmont Street could turn it into a shortcut during traffic congestion, increasing noise and disrupting the neighborhood’s tranquility. Another resident, Carrie Fabian, lamented the loss of trees and wildlife, connecting it to deteriorating air quality. She described the environmental degradation in stark terms and expressed anxiety over potential destruction along Burgess Road.
In response, the board emphasized that while the zoning process is not contingent on a specific site plan, they would consider the development’s implications on local traffic and the community. A board member assured the public that the planning department would advocate for appropriate buffering and screening measures to address these concerns.
The meeting also addressed another rezoning request, case Z2025-07, to change the designation of a property on North Highway 29 from Rural Mixed Use (RMU) to Heavy Commercial and Light Industrial (HCLI). Similar to the Burgess Road case, this application faced no registered public opposition, allowing the board to approve it swiftly.
In addition to these zoning matters, the board faced broader issues concerning local development. Residents raised concerns about a proposed apartment complex on Terry Drive, emphasizing the loss of trees and the potential impact on property taxes. The board acknowledged these concerns, providing assurance that property taxes for homesteaded properties in Florida could only rise by a limited percentage annually.
Residents, including Daryl Stewart and Donald Watson, expressed frustration over inadequate buffer zones and communication regarding future business operations. Watson, in particular, highlighted the noise from ongoing construction projects and the poor state of Westmont Street, urging the board to consider weight limits for trucks or redirect development efforts.
