Escambia Planning Board Rejects Rezoning for Dollar General Amid Resident Opposition

Josh Huffstetler, representing Tera Moore Development, emphasized the project’s alignment with the Land Development Code, highlighting nearby compatible uses and proposing significant buffers to enhance compatibility. The development promised upgraded aesthetics and a unique store layout focused on grocery sales. However, staff and board members raised concerns about the proposed zoning’s incompatibility with the surrounding low-density residential character, pointing out that the request did not meet the criteria for infill development.
Residents voiced strong opposition during the public comment period. David Cohen, a resident of Scotland Court, argued that the proximity of a Dollar General would devalue his property, jeopardizing his long-term investment and retirement plans. He expressed concerns about increased traffic and the impact of commercial activity on his backyard environment, which includes a licensed bird-raising business. Sandra Gold, Cohen’s wife, reinforced these sentiments, emphasizing the emotional toll of the proposed development on their family-oriented neighborhood.
Richard Grimmel and Bradford Grimmel, other residents, raised issues about historical traffic problems and flooding in the area, referencing a failed housing proposal from 1996. They stressed the need for improved traffic management and highlighted existing dangers at nearby intersections. Linda Samon and Andrew BL further articulated fears of declining property values and previous negative experiences with nearby commercial developments.
The board’s dialogue focused on the implications of rezoning, with some members considering the broader impact of high-density development in a predominantly residential area. A motion was made to follow staff recommendations and deny the upzoning request, which passed with a four-to-one vote.
In addition to the rezoning debate, the meeting addressed stormwater management concerns, particularly the design of stormwater ponds in response to updated rainfall data. The proposed amendments to stormwater regulations prompted discussions about the adequacy of current standards and the financial implications for new developments.
