This lack of preparation led to calls for postponing the meeting, with some members voicing their unreadiness to make informed decisions without adequate review time. The sentiment was echoed by a member who said, “I don’t feel like we’re prepared to take action today,” reflecting the widespread concern over insufficient preparation time.

One council member noted, “I’m looking at one of the applications here; it’s not signed, it’s not complete,” highlighting the need for stricter standards in application submissions. The council discussed the necessity of returning incomplete submissions to applicants without consideration for funding to streamline the process and lessen the burden on council resources. This discussion led to a consensus that stricter adherence to application standards and improved communication with applicants were essential. Members emphasized the importance of workshops to educate applicants on funding requirements, stating, “if you miss the deadline there, I’m sorry but the deadline’s given.”

The council agreed that events not aligning with infrastructure development should primarily be managed by these agencies to leverage their expertise in grant funding.
