- Meeting Overview:
The Escambia Children’s Trust has made a notable move by approving the issuance of the healthy school Escambia Invitation to Bid (ITB) for OJ Sims and Global Learning Academy, with the potential to expand the program to ten schools. The decision was reached after thorough discussions on the number of schools to include, considering the available funding and community impact. The board agreed to a five-year contract for six schools, emphasizing the necessity of long-term planning and consistent implementation of services in collaboration with the participating schools and the local community.
In a meeting focused on enhancing the educational and developmental support for children in Escambia County, the Trust carefully examined the extension of their health program, a renewal of the Help Me Grow program contract, and the scope of work changes for the Gulf Coast Freedom Schools program.
The discussion acknowledged the importance of sustainability and the effectiveness of programs over time. The Executive Director highlighted the need for a five-year term to allow for proper planning and implementation, addressing the concerns raised by board members over the duration of the contract.
The conversation then shifted to the potential inclusion of additional schools in the program. A consensus was reached on the necessity of individual needs assessments for each school, involving meetings with parents, principals, and the general community to tailor services effectively. Performance and absenteeism data were also considered crucial in determining the next schools to be incorporated into the initiative.
Emphasizing the program’s positive impact, the program committee underscored the importance of filling service gaps for children aged three to five, a group that often does not qualify for school district or early steps services. Budget transparency and staffing needs were deliberated to ensure the program’s continued success.
The Trust also addressed the Gulf Coast Freedom Schools program, focusing on aligning the program’s scope of work with its intended outcomes. This included combating the summer slump and enhancing social-emotional learning and conflict resolution. The initial funding alignment and the program’s objectives were scrutinized, with the program committee recommending approval of the changes after a discussion of the measurable outcomes and impact.
However, not all program discussions were straightforward. Concerns emerged regarding the performance and budget of the Gulf Coast Freedom Schools program, especially after the withdrawal of partner organization WWF. The members’ lack of confidence in the handling of the program changes prompted a call for a more thorough evaluation of the program’s performance. The discussion led to the tabling of the recommendation for further review and highlighted the need for clear communication, accountability, and a joint review of program and financial aspects in future contracts.
Furthermore, the board tackled the intricacies of the approval process for reimbursements. A four-step review process was instituted.
In addition to these discussions, the executive director presented a report, including a video recap of the Trust’s first 90 days.
