The pressing need for enhancing the city’s ERP system took center stage as consultants from Barry Dunn McNeel and Parker presented their findings on the current inefficiencies of Eustis’s financial processes. The consulting team, having engaged with 27 functional areas and departments since January, reported that the existing systems heavily relied on manual processes, leading to delays and inefficiencies. They highlighted the challenges of dual data entry and the disjointed tracking of essential documentation outside the primary software system. These issues have hampered the ability to swiftly share data across departments, necessitating an update to the city’s financial software systems.

The consultants proposed four potential options for improving the ERP system. The first option, maintaining the status quo, was quickly dismissed due to its inadequacy. The second option, favored by both the project management team and the commission, involved a core ERP replacement through a consolidated request for proposal (RFP) for finance, human resources, and utility billing. This strategy was deemed most viable for reducing risk and stabilizing the project scope. The third and fourth options, proposing full suite replacement and multiple RFPs, respectively, raised concerns over increased costs and resource requirements.

Commissioners and project managers expressed optimism about the second option, which promises to streamline operations and reduce reliance on paper exchanges. The timeline for the ERP overhaul is progressing, with a planned RFP release by late October or early November. The emphasis was placed on ensuring data compatibility to avoid integration issues with the new system, a lesson learned from the challenges faced with the current system, Edmunds. The commission was assured that modern technologies would facilitate smoother interoperability and integration.

In budgetary matters, Finance Director Lori Carr provided an overview of the proposed millage rate for the fiscal year 2026-27, which would accompany tax bills. The proposed rate was set at 73.3898, requiring approval from four out of five commissioners. Approving this rate would ensure continued funding for essential city services, although a rollback rate would result in a significant loss of revenue. Carr outlined the city’s fiscal position, projecting total revenues of approximately $30 million against operating expenses of about $9 million. Personnel costs, accounting for nearly 67% of the budget, were a focal point, with discussions on cost-of-living adjustments and pension rate changes for the fire department.

The meeting also delved into community-focused subjects, with public comments addressing various local issues. Gail Isaac Thomas raised concerns about inadequate lighting and infrastructure within the Easttown Community Redevelopment Agency (CRA) area. She questioned the CRA’s budget allocation, advocating for equitable distribution of resources to all neighborhoods. Similarly, Katrice Hatcher of Guiding Light Community Outreach requested assistance in waiving fees for a city building.

Other public comments included plans for community events at Carver Park and Fen Park, emphasizing food and clothing distribution and fostering community engagement. A local educator advocated for positive role models for Eustis’s youth, promoting initiatives that integrate faith and community values.
