Lane also pointed out that the architectural plans propose two-story homes with features like rear-loaded garages and a 25% open space designation, which includes stormwater management plans to be approved by St. John’s Water Management.
A critical point of discussion emerged regarding the absence of amenities within the subdivision. Concerns were raised about the lack of playgrounds or park spaces, prompting assurances from Lane that these aspects would be reviewed by the DRC. It was suggested that the stormwater pond could be enhanced with benches and landscaping to serve as an amenity, yet there were reservations about whether this would provide sufficient recreational opportunities. City officials committed to ensuring that any stormwater features included in the design would be both attractive and functional.
The discussion also encompassed landscaping regulations, with an emphasis on the need for a landscape plan that incorporates trees around the stormwater pond. The importance of maintaining internal streets to city standards was underscored, along with discouraging cul-de-sac designs to enhance connectivity for pedestrians and cyclists. Parallel to the development ordinance, the agency addressed Ordinance Number 26-03, which proposes a plan amendment for annexing 31 acres of land. This amendment seeks to change the future land use designation from urban low to residential office transition while establishing an urban neighborhood design district. The proposal is driven by the need to connect the property to city water and sewer services, necessitated by the property owner’s requirement to replace an existing septic system.
The annexation proposal was presented as consistent with the comprehensive plan and existing land use designations, with the property being surrounded by the city and thus qualifying for annexation. Although questions arose regarding the implications for nearby properties, particularly their current use of septic systems, it was clarified that the annexation was primarily aimed at addressing the property owner’s infrastructure needs.
