In a recent meeting of the Eustis Local Planning Agency, several substantial proposals for land development were discussed, with the most significant being a request by Green Links for a change in future land use designation which raised concerns about flood zoning and environmental impact. The agency also debated on a request by Invisage Homes for a reclassification of future land use, and an ordinance to realign the city’s Land Development regulations with the 2023 Florida Building Codes.
Green Links’ request to change the future land use designation for their property from urban low to suburban residential became a focal point of the meeting. The proposal included the potential to annex into the city to access water and sewer lines, with the property owner expressing a desire to build more than one house on the site. However, this proposal was met with public concern, particularly regarding the property’s flood zone classification and the environmental implications of such a development. Issues such as the natural resource conservation, the area’s recharge capabilities, geotechnical considerations, and the preservation of historical or cultural resources were brought to the forefront.
During the discussion, members of the public voiced their anxiety over the potential difficulty of building multiple houses on the site due to its location in a 100-year flood zone. The natural flow of water in the area and the implications of development on flood conditions were also points of contention. In response to these concerns, the property owner committed to complying with regulations that pertain to flood zones and compensating storage for developing a house pad.
In addition to environmental concerns, the agency examined the limitations on the number of dwelling units permitted on the property in light of comprehensive plan policies and building requirements for flood-prone areas. The discussion culminated in a motion to transmit the request for allowing two houses on the property to the city commission for further consideration.
Invisage Homes also presented a request for a change in future land use for a property situated at the intersection of Kulage Street and Swani Avenue. The desired reclassification from urban low to suburban residential aimed to increase the density to five dwelling units per acre. After examining the compatibility of the proposed land use with the surrounding areas and the city’s comprehensive plan, the agency moved to transmit the proposal to the city commission.
Furthermore, the agency deliberated on a proposed ordinance concerning a parcel in the Grand Island area. The change from suburban residential to urban residential would facilitate the conversion of seven duplexes into 14 townhomes or condominiums, aligning the property with the city’s Land Development regulations. This motion, too, was transmitted to the city commission for approval.
Finally, the agency discussed an amendment to the city’s Land Development regulations to conform with the new 2023 Florida Building Codes. The proposed changes sought to update the regulatory language to reflect the most current building codes and practices. After careful consideration, this amendment was also motioned to be transmitted to the city commission.
