The application from 388 Broadway LLC, operating as Valaris, was a key highlight, as they sought to extend their operating hours from 10 a.m. to 2 a.m. daily, with DJ entertainment allowed from 10 p.m. to 1 a.m. The Commission discussed the establishment’s past challenges with security and noise complaints, which had been a concern during their previous late-night operations. Representatives from Valaris detailed new measures aimed at mitigating these issues, including re-engaging a security team to be on-site from 10 p.m. to 2:30 a.m., should the license be approved. They assured the Commission that a previously discussed emergency protocol, specifically a kill switch for managing music volume in emergencies, had been installed and inspected.
Local Councilor Paul Agenzio spoke in favor of Valaris, noting the absence of complaints during his tenure and endorsing the establishment as well-managed. Another councilor supported this view, highlighting the improvements and the owners’ efforts to address past mistakes. With no opposition present, the Commission approved the application unanimously, allowing Valaris to proceed with its planned operational and entertainment changes.
Lupita Restaurant also presented a proposal to extend its hours from 11 a.m. to 2 a.m., a shift from the current midnight closing time. The restaurant had previously dealt with scrutiny over noise complaints and disturbances. In response, management had taken steps such as installing an additional heavy door and double-paned windows to better insulate sound. Their attorney emphasized the restaurant’s focus on serving local patrons, rather than attracting a late-night party crowd. The attorney also acknowledged the restaurant’s willingness to hire a police officer for security during busy hours.
Despite the improvements, questions arose about whether neighbors had been consulted about the proposed changes. A commissioner expressed satisfaction with the restaurant’s improvements but highlighted the importance of further outreach to neighbors before finalizing any decisions regarding the extended hours. Ultimately, the Commission approved Lupita Restaurant’s request, noting the establishment’s efforts to balance business operations with community concerns.
In addition to these significant approvals, the Commission also addressed other applications, including that from Blessed Mother of the Morning Star Parish and St. Mary’s Church for a one-day malt wine common victualer and entertainment license for a spaghetti dinner dance. The event, aimed at raising funds for the church, was scheduled for October 26, 2024, and the application received unanimous approval without opposition.
The City of Revere Public Library’s application for a one-day malt wine and entertainment license for an All Hallows Eve haunted house tour was also discussed. The event planned for October 26, 2024, anticipated a larger attendance of 750 to 1000 attendees. The library’s location was chosen for its suitability for the haunted house setup, and the application was approved unanimously, with strict ID checks planned for the beer garden area.
Other matters included an application from the City of Revere House Wellness Center for a one-day license for a Halloween event titled “Hauntfest,” which was also approved without opposition. Additionally, Noria Energy Retail Inc. received approval for a common victualer license for a new business offering coffee and related products on Bennett Highway.
The commission addressed a proposal from 388 Broadway LLC DBA Val to change its operating hours and amend its entertainment license. The meeting concluded with ongoing discussions about BK’s Bar and Grill’s unauthorized transfer of ownership and lack of a licensed manager, a matter complicated by probate issues following the deaths of previous officers. The Commission granted a 60-day period to resolve these matters.
