The municipal budget was another topic of discussion. Emphasis was placed on cost control and flexibility, with Mayor Halpern stating that taking out a $250,000 bond to increase taxes was not the preferred approach. The council evaluated various options, such as requiring residents to purchase their own garbage and recycling cans, and assessed the potential impact of unforeseen events like storms on the Department of Public Works (DPW).
Proposed changes to brush and leaf collection processes were extensively discussed. These changes aimed to increase service, ensure safety, maintain clean streets, and improve staff efficiencies. The use of a discounted green pan as a cost-effective alternative to providing a can for every resident was proposed. The proposal sparked debate on the potential variations in residents’ needs and financial capabilities.
Mayor Halpern stressed the importance of communication with residents, particularly in educating them about vegetative and yard waste regulations. The council also discussed the importance of enforcement, including the proposal to increase fines and require mandatory court appearances for violations to deter non-compliance.
