They were particularly interested in restoring windows to reflect the home’s original aesthetic, a task they found challenging due to a lack of historical photographs or documentation. The property, once owned by Viola Sickles and her sisters, dates back to 1905, and a photograph from the 1950s was their only historical reference. The image depicted a car accident involving a tree on their property, offering a glimpse into the home’s past.
The Commission members engaged in a examination of the home’s architectural elements, speculating on which features were original and which were later additions. They noted the enclosed front porch and suggested that the dormer might also have been added after the original construction. The Bernsteins were unsure about the original design and layout, particularly regarding the chimney, which currently serves a wood-burning stove instead of the furnace.
Despite the Commission’s lack of formal authority over the project, the members expressed a willingness to provide guidance, emphasizing their expertise in historic preservation. They discussed various architectural styles, acknowledging the home’s eclectic nature, and encouraged the Bernsteins to consult with professionals experienced in historical renovations. The Commission members also considered compiling a list of such architects to assist homeowners in similar situations.
This cooperative approach aims to ensure that renovation projects respect the historical character of Fair Haven, even when formal jurisdiction does not apply.
The meeting then transitioned to updates on Bicentennial Hall, where work had stalled due to unforeseen circumstances, including a death among the workers. A liaison reported that ADA compliance work was scheduled to begin on December 1, with completion expected by February. However, the punch list of tasks required re-bidding. Optimism was expressed regarding a $10,000 grant for exterior improvements, complementing an existing $38,000 historic trust grant, though details on matching funds remained unclear.
Another topic was the new tree ordinance, which had progressed through the Environmental Commission. The ordinance mandates that if a tree is removed, it must be replaced with one to two new trees, depending on its size, or the applicant must pay into a fund. The previous requirement for permits for trees over a certain size was removed, necessitating only an application unless the tree is hazardous. There was some confusion about the ordinance’s details, particularly how the size and species of a tree would affect replacement requirements and fees.
Discussions also covered the preservation of historical artifacts, such as a window from the old school currently above the police station’s front door. Concerns were raised about the lack of a systematic process for recognizing and preserving such items, which could lead to their loss during demolition. A capstan with potential familial significance was another artifact discussed, with suggestions for its relocation and the creation of a plaque to inform visitors of its history.
