Fall River Board of Health Approves Chicken Permits Amid Resident Concerns

Community members further questioned the appropriateness of keeping such a large number of chickens in a densely populated area, raising concerns about the potential impact on sanitation and property values. Pimento defended his application by explaining his need for the chickens to support his large family, stating, “I have a big family. I have both of my in-laws that are alive. My parents are alive. I have two adult children that have girlfriends.” This reasoning did not mollify residents, who continued to argue against the approval, leading to a heated discussion on the balance between personal rights and community welfare.
The debate over Pimento’s application culminated in the board approving the permit after a motion was made and seconded, with an assurance that the situation would be monitored and revisited if necessary. This decision was reached despite the residents’ concerns and suggestions for a probationary period with a reduced number of chickens to assess potential issues.
Similarly, the meeting addressed another contentious application for six chickens on High Street, owned by Anna Martins. Residents living close to the property expressed concern over the coop’s proximity to their property lines and the potential for odor and rodent problems. One resident emphasized the closeness of the coop, stating, “I can reach over and touch the coupe from my… because I was there Thursday.” Despite these objections, it was revealed that only four letters of opposition were received from 77 notified abutters.
Board members acknowledged the residents’ concerns but reiterated that the applicants had complied with all requirements for the permit. A board member mentioned conducting site visits and reported no noticeable odors or noise issues at the locations. The motion to approve Martins’ permit was made and seconded, resulting in a unanimous roll call vote in favor of granting the permit. The chair urged residents to report any future problems.
In addition to the chicken permit discussions, the meeting included the introduction of Crystal Stone as the new youth services director. Stone, possessing extensive experience in substance use prevention, expressed excitement about her new role and commitment to continuing the city’s work in this domain.
