- Meeting Overview:
In a move, the Fall River Commission on Disability voted to reject a memorandum of understanding (MOU) with the Fall River Police Department during their recent meeting. The Commission expressed concerns over unaddressed underlying issues between the two entities and cited vagueness and non-specific language in the contract as reasons for the rejection. Following the unanimous vote to discard the MOU, the Commission shifted focus to a statewide initiative, where they voted to endorse a bill advocating for accessible trails in Massachusetts.
The meeting began with a motion to rearrange the agenda, placing voting items at the forefront. This procedural change allowed the Commission to address the most matters immediately. During the discussion on the MOU with the police department, a member highlighted the need for clarity and resolution of existing issues before entering into an agreement. The clarity of the contract’s language was also questioned.
Next in line for the Commission’s attention was a bill on accessible trails in the state. The Commission received numerous emails from organizations of the blind and other commissions on disabilities across Massachusetts, urging support for the bill. The proposed legislation aims to conduct a study to assess the current status of accessible trails, which will inform future budgetary and cost considerations. Recognizing the importance of inclusion and accessibility in outdoor spaces, the Commission voted unanimously to authorize the chair to write a letter of endorsement for the bill.
The Commission then returned to their regular order of business, including the approval of minutes and updates on Americans with Disabilities Act (ADA) improvement grant applications. No updates were provided on ADA matters, but the Commission noted the open grant application period and encouraged the submission of ideas for potential projects. The financial and budget report for April was distributed without discussion.
During the Outreach segment of the meeting, there was a review of a successful scholarship brunch, which included a note of thanks to Mayor Paul Coogan for his consistent support. Discussions for future events and additional schools that could participate in the scholarship program also took place.
