- Meeting Overview:
The Fall River Conservation Commission, in its recent meeting, addressed a series of environmental concerns, including unauthorized land clearing at Weaver’s Cove Industrial Park and a hydraulic fluid or diesel spill on Walden Road. The commission also reviewed several ongoing projects, including the New England Power Company’s waterway license application and National Grid’s n12 M13 double circuit separation project.
One notable issue discussed at the meeting was the extensive unauthorized clearing of land at the Northerly end of the Weaver’s Cove Industrial Park. The clearing extended to the riverbank, raising environmental concerns, especially regarding the lack of stormwater controls. The commission expressed disappointment over the absence of the landowner and their representatives, who had been notified of the violations but were not present to address them. The clearing was considered significant enough to warrant a proposed tabling of the issue until the next meeting, allowing for further follow-up and the development of a restoration plan. The potential involvement of National Grid in the enforcement proceedings was also discussed.
In addition to the Weaver’s Cove issue, the commission dealt with a pollution incident on Walden Road, where a spill had prompted intervention by the fire department. The commission highlighted the need for a clear notification process for such incidents and emphasized the responsibility of the offending party to inform the commission directly. This incident underscores the broader challenges of environmental oversight and the importance of timely reporting in mitigating the impact of such events.
Further environmental management actions were taken concerning the NX Max treatment application to wetlands behind a condominium project. The commission gave cautious approval for a one-time application of this treatment.
Another portion of the meeting was dedicated to the presentation by National Grid representatives regarding the n12 M13 double circuit separation project. This project involves the rebuilding of power lines over the Taunton River and necessitates a chapter 91 application with the Massachusetts Department of Environmental Protection. The commission decided on a negative determination for chapter 91 permitting purposes only, related to the installation of the lines, with an understanding that further filings would be required for the larger project.
The discussion also included the review of an ongoing Notice of Intent related to Bell Rock Road, updates on the fee structure, and the status of the property on Brighton. Moreover, a citizen complaint about a gate installed on a city easement was confirmed to be within the appropriate jurisdiction.
During the proceedings, a request for a certificate of compliance was submitted by Highland Farms Development 2 LLC. The company had previously faced issues regarding the positioning of fences and signage, which were reported to have been resolved satisfactorily.
Additionally, the commission acknowledged the need for new members following the departure of a long-serving member.
