One of the most notable outcomes of the meeting was the approval of a certificate of compliance for SE-24-161 concerning a project by the G3G Relative Partnership on Stevens Street. Represented by Sean from Insight Engineering, the applicant presented comprehensive revisions and documentation to address previous inadequacies in the project’s original 1995 plan. The effort to produce revised as-built plans and inspection photographs of the underground drainage systems was acknowledged by the Commission as a considerable achievement, despite the original plan being described as substandard. The applicant’s submission of substantial documentation, including photographs and maintenance bills, led the Commission to issue a certificate of compliance, a decision reached through a roll call vote.

In another notable discussion, the Commission considered SE-24-875, a notice of intent from Mallister Towing and Transportation Company for repairs at One Charles Street. The deliberation centered around two peer review proposals from consulting firms Beta Engineering and Fourth Infrastructure. The Commission weighed the cost of the proposals against the firms’ expertise, particularly with Fourth Infrastructure’s experience in handling commercial waterfront projects. Although the proposal from Fourth was more expensive, its experience was considered potentially beneficial, especially given the complexities associated with dredging and disposal sites. Ultimately, the Commission decided to favor the Beta Group, with a motion to accept their proposal passing through a roll call vote.

The Commission also addressed the request for a certificate of compliance for SE-24-207 from James Island Court for a project on North Main Street. The absence of the original plan of record complicated the request, prompting the Commission to recommend that the applicant consult with the Department of Conservation and Recreation (DCR) to obtain a copy. This request was tabled until the necessary documentation could be secured, a decision passed unanimously.

Additionally, a request for a certificate of compliance, SE-24-829, from Jeffrey Johnson for a project on Bronson Street was reviewed. The project, near Mariana Bishop Boulevard, sought a partial certificate for one of the lots not within the 100-foot buffer zone. The Commission noted that since the entire project was permitted under a single order of conditions, issuing a partial certificate was appropriate. This motion was approved following a roll call vote.

Other discussions included a notice of intent, SE-24-876, from Manuel Samara Scomber of Prestige Media Group for constructing an electric shed at an existing radio tower site on Augusta Street. The proposal, presented by Richard Roman of Prime Engineering, was conditioned upon the payment of a fee for the wetland line delineation and submission of a revised plan acknowledging the FEMA zone A designation. The motion to issue the order of conditions with these stipulations was seconded and approved through a roll call.

Additionally, SE-24-857, a proposal by Liberty Utilities for a gas main installation, and SE-24-861, related to National Grid’s overhead transmission lines, were both tabled due to pending developments and ongoing negotiations.

The Commission also had to address compliance requests that did not meet standards. SE-24-762, concerning Carlos Estrella on North Main Street, was denied to encourage the applicant to refile after addressing initial comments. Similarly, SE-24-756 for Casey Matowski of the Trustees of Casey Revocable Trust on Frederick Street was denied due to a lack of necessary modifications to construction plans.
