Fall River Historical Commission Supports Historic Tax Credits for Globe Mills Project

The Commission, after reviewing detailed drawings, expressed strong support for the project, with one member particularly appreciating the insights the drawings provided. The possibility of allocating 20% of the units as affordable housing was discussed but not yet decided. In a show of continued support, the Commission passed a motion to provide a letter endorsing the Globe Mills rehabilitation.
Another discussion revolved around Katherine Pascal’s proposal to conduct themed walking tours at Oak Grove Cemetery, a site of historical importance due to the numerous notable figures interred there. The Commission advised Pascal to collaborate with the local preservation society and contact the parks department, noting the potential for such tours to enhance public engagement with the city’s historical sites.
The meeting also addressed the Highlands Local Historic District expansion project, specifically the distribution of homeowner surveys to properties on Highland Avenue. A motion to send surveys to additional properties passed, despite concerns about a potential conflict of interest due to a Commission member’s association with the Preservation Society. The surveys aim to gather public input on the district’s proposed expansion, with the Preservation Society engaging homeowners to ensure a comprehensive assessment.
Furthermore, the Commission considered the nomination of the Night Owl diner on Pleasant Street for inclusion in the National Register of Historic Places. The diner has already been recognized locally as a significant structure. Discussion centered on maintaining the diner’s current condition, as any expansion could affect its historic status. A unanimous vote passed a motion to complete the eligibility opinion form required by the Massachusetts Historical Commission, moving the nomination process forward.
The meeting also provided updates on the survey of properties within the Highlands district. Despite limited responses from Walnut Street and Winter Street, the Commission highlighted the importance of retaining certain historically significant properties in the survey scope. They discussed the potential for additional funding through the Community Preservation Committee to expand the survey.
