Driscoll pointed out that the $18.6 million in HDIP tax credits will facilitate the creation of 662 new homes across six Gateway Cities, with the Durfee Block Apartments receiving $1.5 million in tax credits to develop its 22 new rental homes. These efforts are part of a broader initiative to address the housing crisis in Massachusetts, which requires an additional 120,000 housing units beyond the 100,000 already in development.

Driscoll conveyed her enthusiasm for the transformative potential of the project and expressed anticipation for the future ribbon-cutting ceremony. She also noted the critical role of market-rate units in enhancing the vibrancy of historic downtowns and discussed the broader housing crisis in Massachusetts. The state’s initiatives, including the tripling of the HDIP program, aim to create more affordable housing through various means, such as accessory dwelling units and first-time homebuyer support.

Following Driscoll’s remarks, Secretary Yvonne Matias commended the Lieutenant Governor for her leadership on housing issues. Matias recognized the contributions of various legislative leaders, including Senate Ways and Means Chair Michael Rodrigues, who addressed the attendees. Rodrigues highlighted the importance of streamlining permitting processes to facilitate housing construction and noted the challenge of out-migration of individuals aged 25 to 40 due to housing affordability issues. He praised the Healey-Driscoll administration for its stance on housing issues.

Ken Fiola, the developer leading the Durfee Block Apartments project, also spoke at the meeting. He thanked the Lieutenant Governor and other officials for their support and highlighted the diverse funding sources that made the project feasible. The project on North Main Street is in its pre-construction phase, with owners and developers Monte and Erica Ferris recognized for their vision and investment in downtown Fall River. Fiola detailed the funding sources, including $1.5 million in HDIP funding and $1.5 million in federal historic tax credits, as well as additional local funding. He emphasized the importance of state support in bringing such projects to fruition.
