Fall River Housing Authority Tackles Security Concerns and Approves Key Contracts
- Meeting Overview:
The Fall River Housing Authority meeting focused on addressing pressing security concerns at Cartel Heights and approving several significant contracts for maintenance and inspections. In response to a resident’s plea for improved security and communication, a board member committed to attending a tenant meeting and working with facilities staff to enhance safety measures. Additionally, the board approved contracts for maintenance services, unit inspections, and a new compactor at Frank B. Alera Apartments.
0:01One notable issue discussed was the security situation at Cartel Heights, highlighted by resident Robert Pao during the citizen input portion of the meeting. Pao recounted a recent stabbing incident outside the housing complex and praised two residents, Clarissa Borges and Scott, for their life-saving first aid efforts. He emphasized the recurring nature of security issues at the property, particularly during weekends, and demanded better security measures and clearer communication regarding maintenance work orders. Pao invited board members to a tenant meeting to further discuss these concerns, stressing the importance of direct engagement between the board and residents to resolve ongoing issues. In response, a board member expressed their readiness to participate in the tenant meeting and to collaborate with facilities staff on improving security and work order protocols.
16:08Alongside security concerns, the board addressed various administrative matters, including the approval of on-call service contracts for maintenance tasks such as painting, plumbing, and electrical work. The board recommended establishing one-year contracts with multiple contractors, with a total expenditure limit of $75,000 for general tasks and $125,000 for extensive asphalt, concrete repairs, and flooring work. The contracts were designed to allow flexibility, enabling the director of facilities to assign tasks based on contractor availability and reliability. The system, in place since 2017, aims to maintain occupancy rates and promote local business involvement while ensuring quality service delivery.
The procurement of unit inspections under Section 8 housing quality standards was another key topic. A three-year contract with two one-year renewal options, not exceeding $273,000, was awarded to Phi Inspections. Clarification was provided to confirm that this cap was for the total duration of the contract. The board also approved a contract for a compactor at the Frank B. Alera Apartments, awarded to the lowest bidder, Maguire Equipment Inc., for $27,737.
Further discussions included the approval of a significant contract with US Inspection Group for Inspire inspections of public housing units, at a cost of $2,143,120. This bid was considerably lower than the competing offer from Midwest Inspection. These inspections are mandated by HUD and assist in preparing for audits.
The board also renewed memorandums of agreement with ASME Council 93 for Units B and C, which were approved unanimously without further discussion. The meeting concluded with a motion to enter an executive session to discuss strategies for negotiations with non-union personnel, as per Massachusetts General Laws. The details of this session were not disclosed.
