Fall River Licensing Board Faces Challenges with Local Business Compliance and Renewal
- Meeting Overview:
During the recent meeting of the Fall River Licensing Board, discussions centered on the complex issue of license renewals and compliance, particularly for local businesses facing various hurdles in maintaining their operational status. A notable focus was the ongoing situation involving Mickey Doyle’s Inc DBA Mickey Doyle Sports Pub, whose owner, Brian Andre, engaged in a dialouge with the board about his suspended license and the requirements for renewal.
17:22The board emphasized the necessity of having a physical location to operate, a stipulation that Andre struggled to meet. The suspension of Andre’s license stemmed from his failure to turn in the document as required, a misstep that complicated the renewal process. Despite expressing frustration at what he perceived as unfair treatment, Andre was informed that this policy is uniformly applied and not specific to his case. The board reiterated that a license cannot be maintained without an active establishment, a criterion that Andre had yet to satisfy.
34:04In an effort to assist Andre, the board outlined the steps necessary for renewal, including the payment of a substantial fee. They acknowledged his financial difficulties and the absence of a venue since June, which presented significant challenges. The board conveyed a willingness to extend the license for a limited period, potentially until the end of February or March, provided Andre paid the renewal fee. However, they cautioned that failure to secure a location by that deadline would result in the loss of both the license and the renewal fee.
Andre’s case underscored the importance of communication and compliance with board regulations. The board stressed that previous attempts to contact him through phone calls and letters had gone unanswered, complicating their ability to assist him. They urged Andre to maintain communication with the police department to facilitate any necessary support.
The board expressed their desire to support local businesses, stating, “we want to have businesses here in Fall River,” yet they emphasized that cooperation and clear communication were critical for such support. While Andre expressed confusion over the renewal terms and sought further clarification, the board remained firm in their regulations, underscoring that extensions granted to others in similar situations were discretionary.
0:00In addition to Andre’s case, the board addressed several other licensing matters. The application for one-day liquor permits by Charles J. Cullen for the Police Athletic League’s annual boxing event was approved unanimously. Cullen assured the board of adequate security measures, including police presence, for the events scheduled in January 2025. Similarly, the Liberal Club’s request for a one-time extension of hours for a Thanksgiving Eve event was also approved without opposition, following a discussion on event management and security.
Moreover, the board considered an entertainment license application from Manuel V. Silva for the Cornerstone Lounge, which was granted after Silva articulated the need for extended entertainment hours to support his business. The board, while supportive, clarified that further discussions on extending operational hours could be addressed separately.
Other routine matters included the review and approval of renewal licenses for various auto sales and repair businesses, where the board processed applications without objections. Additionally, they approved fortune teller licenses for three applicants and discussed lodging house license renewals, resolving any prior issues with the establishments involved.
17:22However, complications arose with an alcohol common victualler license application for Taste of Paradise. Compliance concerns were highlighted, with ongoing issues noted during a site visit by police and fire departments. The board suggested the applicant withdraw or table the application, allowing for potential refiling under a new name if desired.
