Fall River Licensing Board Revokes Iced Out Pub’s License Amid Growing Safety Concerns
- Meeting Overview:
The Fall River Licensing Board held a meeting on December 23, 2025, focusing on serious safety and operational concerns at the Iced Out Pub, leading to the unanimous decision to revoke the establishment’s liquor license. The discussion also touched upon issues at Leonard’s Package Store, highlighting community safety and management challenges.
The meeting’s primary focus was the Iced Out Pub on East Main Street, where escalating violence and management inefficiencies prompted the board to revoke its liquor license. Detective Monus reported a series of incidents, including a major altercation on November 27 involving 20 to 25 individuals and weapons outside the pub. The police arrived to find a man bleeding from the face amid a chaotic scene. Officers faced hostility from the pub’s staff, some of whom were armed with extendable batons. Body camera footage of the incident showed tense interactions, with staff questioning police authority, further complicating the situation.
An additional incident involved a single-vehicle accident the morning after Thanksgiving, where the vehicle was registered to the pub’s owner, Mr. Jason D. Rosa. Rosa, uncooperative during police interactions, claimed he was searching for his stolen vehicle, allegedly taken from the pub earlier. Officers obtained a search warrant for the pub to acquire video footage, highlighting ongoing public safety and liquor law compliance challenges.
The board reviewed videos illustrating officers responding to noise complaints and fights, with one incident resulting in a shooting at 2:09 a.m. Two individuals suffered gunshot wounds, one being a security personnel attempting to de-escalate a situation. A board member voiced strong disapproval, stating, “This is out of control and somebody is going to get seriously hurt.” Concerns arose about management, especially regarding Mr. D. Roza’s involvement, although the owner clarified he was not officially managing the bar.
The owner defended their management, citing mandatory staff training and emphasizing safety commitment. However, board members questioned the timing and effectiveness of these measures, noting the document outlining new safety protocols was created after incidents occurred. One board member remarked, “It’s way too little too late,” expressing skepticism about the bar’s readiness to implement changes effectively.
Security staff professionalism was scrutinized, with questions about their training and whether they were allowed to consume alcohol on duty. Although denied, video indications suggested otherwise. Discussions included suggestions to cease alcohol service by 1:00 a.m. to mitigate late-night crowd issues. Despite acknowledging necessary changes, board members remained doubtful about effective implementation.
A board member proposed revoking the liquor license, citing escalating violence since May. The motion to revoke passed unanimously. The board noted the pub could appeal the decision within five days.
Attention then turned to Leonard’s Package Store, where the owner faced challenges managing issues like public intoxication and altercations. Police reported 26 calls for service related to such incidents since the beginning of the year. The owner, Mr. Patel, expressed fear of retaliation and hesitance to call the police. Suggestions included hiring private security and limiting the sale of certain alcoholic beverages to mitigate problems.
The board considered a probationary period for Leonard’s, requiring private security implementation for 90 days, signage, and cooperation with local law enforcement. A board member noted, “We don’t want it to escalate,” underscoring the desire to prevent further complications and ensure community safety.
