The amendment involves expanding the Housing Development Overlay District to include the area around the old Dominican Academy School, which is slated for conversion into apartments. This expansion allows the project to qualify for various state tax credit programs. The amendment process began with a letter from the mayor to the city council, which then referred it to the Planning Board for a recommendation. After receiving a positive recommendation from the board, the proposal will return to the city council for a final decision.

The board also discussed the city’s open space and recreation plan, which has been in development for nearly two years. The plan outlines initiatives funded by community preservation money and sets a roadmap for the next decade. Several projects proposed in the plan, such as the Quicoan rail trail extension and a new skate park, have already been completed due to the lengthy planning process.
