Fall River Secures Over $1 Million Federal Earmark for Lead Service Line Removal
- Meeting Overview:
At the recent Watuppa Water Board meeting, members addressed several issues impacting Fall River residents, the most significant being the announcement of a federal earmark of approximately $1,092,000 designated for the removal of lead service lines. This funding, pending final approval, promises to alleviate some of the financial burdens associated with the lead service replacement program, which is currently offered at no cost to homeowners for replacements from the main water line to the meter. The board highlighted the urgency for residents to act promptly to benefit from the funding, as future costs for homeowners, should the funding run out, could be substantial, ranging from $5,000 to $7,000 for replacing lead service lines from the curb stop to their homes.
In addition to the earmarked funds, the bill included a further $2 million allocation for Self Tough Pond, with estimates suggesting an additional $3 million might be needed to fully complete the lead service program. The water department emphasized the importance of this funding for the community, noting the potential for changes to the program that could shift financial responsibilities to homeowners. Suggestions were made to implement a search charge for those who did not allow inspections, similar to utility companies, which would add an extra charge to their bills if they failed to schedule necessary appointments. The board underscored the urgency for homeowners to utilize the currently available free service to avoid future expenses.
Continuing on the agenda, the board addressed citizen concerns about recent water bills at the Point Gloria condominiums. Residents expressed dissatisfaction after receiving individual bills for the first time, with discrepancies leading to confusion and frustration over the accuracy of the charges. One resident’s bill was notably adjusted from $142 to $99, prompting fears of inaccurate readings. The board acknowledged these concerns, explaining that bills are based on the total usage recorded on a master meter, which can fluctuate due to seasonal factors. Residents were advised to submit specific instances of disputed bills for further investigation, with assurances that their concerns would be reviewed thoroughly.
The meeting also featured a request from a resident of Dartmouth, Jason Lord, who sought approval for safety modifications made to the shoreline of his property after a tragic incident involving his pet cat. He described the changes, which included adding sand to create a more gradual shoreline, as necessary for safety and improved wildlife visibility. However, he had received a cease-and-desist order from the Dartmouth Conservation Commission. Lord sought the board’s support, emphasizing his modifications as a safety measure, while the board discussed the complex regulatory landscape and the need for compliance with local regulations.
The conversation highlighted legal considerations, with concerns about granting permission for actions without permits and the implications for water board responsibilities. The law department had expressed apprehension about potential future ramifications if similar requests arose from others. The board debated how best to proceed, ultimately deciding to consult with legal counsel to clarify obligations and liabilities.
Other matters included the approval of a $100,000 contract extension to Woodward and Curran for the 2024 lead service line replacement program and a change order for the Jefferson Street Infrastructure project, addressing traffic-related design services. Additionally, the board discussed a change order for Aderandac Farm, which involved necessary repairs to stabilize a barn, and approved a conservation restriction for the Buzzards Bay Coalition’s proposal concerning Promised Land parcels.
