He highlighted an incident involving his elderly father, who was hit by a car, to illustrate the risks posed by the current traffic conditions. The resident suggested that city officials consider safety improvements, such as additional crosswalks or flashing stop signs, to address these concerns.
In response, a board member noted that the residential use might generate less traffic than a potential commercial tenant, such as the dentist office previously proposed for the space. Felino emphasized that the property’s existing structure and neighborhood conditions warranted the variance, pointing out that the area is predominantly residential.
The board deliberated on whether the conversion would alter the traffic patterns, eventually approving the variance with assurances that safety concerns would be taken into account. This decision marked a critical moment in the meeting.
In another major development, the board reviewed a proposal to demolish an existing commercial garage on Higgins Street and construct a three-unit townhouse. The project required variances for front yard and side yard setbacks, as well as lot coverage. The plan included three stories with each unit having a two-car garage, designed to meet off-street parking requirements. Despite engineering concerns about ledge proximity and the absence of water and sewer infrastructure, the board approved the variance after discussing the potential benefits of removing a commercial use from the residential area.
The board also addressed a request from RE New Realty Services LLC to reestablish a former ice cream shop on Globe Street, which had been closed since 2008. The proposal sought a special permit to reinstate the ice cream parlor’s use and waive off-street parking requirements due to property constraints. The board considered implementing a 15-minute parking zone in front of the establishment to enhance customer access, eventually approving the permit with conditions to maintain its walk-up nature and minimize parking disruptions.
Meanwhile, discussions about a residential construction proposal on Crescent Street raised zoning issues related to setback requirements and parking adequacy. Public comments brought attention to existing traffic congestion and safety concerns, particularly from residents directly affected by the potential changes.
