Faribault Planning Commission Approves Key Developments and Defers Coffee Shop Decision
- Meeting Overview:
The Faribault Planning Commission approved the preliminary and final plat for the Olsen edition, as well as an amendment to a conditional use permit for a charter school. Meanwhile, deliberations on the preliminary plat and variance for Mighty Fine Coffee were deferred to a later date.
A crucial matter at the meeting was the approval of the preliminary and final plat for the Olsen edition, located on Brand Avenue. The properties involved in this development were previously unplatted, necessitating platting to secure building permits. The plat aimed to address issues related to an accessory structure near the property line, thus negating the need for setback variances. The proposed Tetris-shaped configuration of the plat met all necessary criteria, and the staff recommended moving forward with the approval. Following a public hearing and discussions, the commission unanimously voted to recommend the plat for city council approval.
Another agenda item was the amendment to a conditional use permit for the K12 charter school on 8th Avenue, represented by Jonathan Star for Surat Academy. The amendment was prompted by the cessation of operations by a daycare that previously shared the facility, allowing the school to expand into the entire building. The site plan, which included 71 parking spaces, exceeded the requirements, even after accounting for the daycare’s closure. The commission raised questions about the voluntary nature of the daycare’s closure and its impact on clientele, but these were not explored in depth. The public hearing saw minimal queries, and the commission ultimately decided to recommend the amendment to the city council.
In contrast, the commission deferred decisions regarding the preliminary plat and variance for Mighty Fine Coffee. Planner Leslie McGillivray-Rivas presented the case, noting a lack of full support from the applicants and recommending that the matter be tabled to the next meeting in December. The commission agreed, and a unanimous vote postponed the items without public input, as no public members were present.
The meeting also addressed a zoning text amendment to Chapter 13, focusing on public institutional zoning districts. Planning Manager Harry Davis explained the amendment aimed to reestablish standards for setbacks and lot width, rectifying ambiguities that left the city without clear guidelines. The commission engaged in dialogue over the lack of defined standards, with Davis noting that few new developments had challenged the existing situation. He confirmed the proposed standards aligned with those set in 2020. With no public hearing attendees, the commission moved to approve the amendment unanimously.
Updates from the city council included the passage of the final plat for the Jazzy First Edition and an ordinance rezoning the Ivy Hill property from R3 to R4. A commission member clarified a recent newspaper headline, emphasizing that the approved facility was for contractor use with outdoor storage, not a mini-storage facility.
