Faribault Planning Commission Debates Solar Ordinances, Approves Key Zoning Amendments
- Meeting Overview:
In a meeting held on September 2nd, the Faribault Planning Commission tackled several issues, including a discussion on solar ordinances in collaboration with Rice County and the approval of zoning text amendments aimed at facilitating property redevelopment. Key topics included the implications of solar farm placements in industrial zones and modifications to residential and commercial zoning standards.
The commission’s examination of solar ordinances was a central focus, driven by a letter from the city of Faribault to Rice County addressing concerns about potential zoning code changes. A notable discussion emerged regarding the Urban Reserve Industrial (URI) zone, designated for future industrial development. The commission made clear their position that solar farms should not be permitted in these areas, citing concerns about hindering industrial growth and the cost of necessary utility extensions. The letter communicated the city’s stance that allowing solar farms in URI zones would not align with Faribault’s vision for industrial expansion. Members expressed agreement with this viewpoint, emphasizing the need to reserve these areas for future industrial use.
The deliberation coincided with a property owner’s request to amend the zoning code to permit a solar farm as an interim use in an URI zone. However, the commission maintained its opposition. Members articulated their support for solar farms when appropriately located, but reiterated the strategic importance of the URI zones for industry.
In addition to the solar ordinance discussion, the commission moved forward with zoning text amendments that aimed to facilitate redevelopment in both residential and commercial districts. A proposed amendment to Chapter 3 of the zoning code focused on non-conforming lots in residential areas, which had previously experienced redevelopment hindrances due to earlier changes. The new amendment allows for the development of lots meeting setback, height, and lot coverage requirements even if they do not conform to minimum width and area standards. Specifically, lots with at least 50% of the required width and area, with a minimum width of 40 feet and a minimum area of 4,000 square feet, can now be developed.
The discussion on the residential zoning amendment included considerations about consolidating smaller lots and the potential need for variance requests when consolidation isn’t feasible. The commission thoroughly debated the balance between permitting development and maintaining neighborhood character, with members expressing varied perspectives on minimum lot dimensions and the broader implications for future growth.
Attention also turned to a proposed zoning text amendment affecting C1 district properties, which would reduce the minimum width and area requirements to 50 feet and 5,000 square feet, respectively. This change is intended to enable the redevelopment of properties currently used as residences into business uses, without requiring additional entitlements. The amendment sought to balance property owners’ rights with community interests, particularly in maintaining housing stock while encouraging property investment. The public hearing on this matter was opened and closed without input, leading to a unanimous motion to approve the ordinance.
In concluding the meeting, updates were provided on various projects, including the completion of the Rice County project for Henry Square and the possibility of future developers bringing a conditional use permit variance to the commission. There was also mention of a motion regarding accessory structure ordinances that had not passed, affecting the maximum size of such structures on properties.
