Faribault School Board Adjusts Policies on Student Expression and Health Consent
- Meeting Overview:
The recent Faribault School Board meeting focused on significant amendments to several school policies, prominently involving student expression and parental consent for health interventions. The board approved changes to policy 512, which governs student publications and activities, reinstating certain language regarding accountability for defamatory statements. Additionally, policy 516 was amended to require parental or guardian consent for public health agencies’ administration of medications, addressing concerns about potential vaccination without parental knowledge.
The most notable topic during the meeting was the amendment of policy 512 concerning student publications and activities. The policy initially underwent modifications that replaced specific terms such as “slanderous” with “defamatory” in section 4B2. A board member expressed a preference for retaining the term “slanderous,” arguing it provided clearer guidance. Following a discussion on the implications of language changes, the board voted to amend the policy, reinstating the preferred terminology. This amendment passed unanimously.
The board then addressed policy 516, which pertains to student medication and telehealth services. Concerns were raised regarding a clause stating that medications provided by public health agencies to prevent or control illness could be administered without parental consent. A member questioned whether this provision could lead to public health agencies administering vaccinations without parental knowledge. To address this concern, an amendment was proposed to require parental or guardian consent for such medical interventions. This amendment was debated and ultimately passed, securing the requirement of parental consent for public health agencies’ administration of medications.
The meeting also covered various other policy discussions. For example, policy 419, which deals with tobacco use in schools, included a discussion on the inclusion of “smudging,” a Native American ritual, now legally protected in certain contexts due to state legislation. The committee unanimously approved the policy, acknowledging the cultural significance of the practice.
Policy 6113, which addresses graduation requirements, also sparked a discussion. The updated policy removed Algebra 2 as a mandatory requirement, prompting concerns from a member who expressed reluctance to reduce academic rigor, saying, “I don’t want to dumb down our students.” Despite these concerns, the policy was clarified to require three math credits, allowing students flexibility in their course selection. This policy was ultimately sent to the school board for approval.
For instance, policy 5245 on cell phone use was introduced due to state legislation mandating a cell phone policy by March 2025. The policy, based on a successful model known as “away for the day,” aims to promote responsible behavior among students. A member emphasized the importance of modeling good behavior, stating, “I really would like the students to put away their cell phones.” The motion to advance this policy passed without opposition.
Additionally, the board examined policies related to student disability non-discrimination, Title IX grievance procedures, and internet technology use, among others. These policies were moved forward with motions and seconds, resulting in quick votes and minimal debate.
Despite minor instances of confusion and the need for clarifications, the meeting demonstrated a collaborative effort among the board members to address policy concerns effectively. The board aimed to balance student welfare, educational standards, and legal requirements.
