Farmington Planning Commission Approves Solar Garden and Police Station Fence Projects

The site is currently zoned A1 Agriculture, which permits solar gardens as a conditional use. The surrounding area includes farmland and a single-family residence, with vacant industrial land to the west.
Dimension Energy’s solar garden aims to generate 4.95 megawatts of energy, utilizing either single-axis or fixed tilt solar panels. The project includes a gravel access road that must be paved per city code, and the site layout is influenced by the presence of two delineated wetlands and a gas pipeline easement. The company plans to seed the ground beneath the solar panels with low-growth grasses and will submit a tree replacement plan due to the removal of approximately 54 trees around a large wetland area.
Ferno provided insights into the project’s environmental considerations and regulatory requirements, noting that the wetlands on the site are classified in the lowest tier and that the project will comply with buffer regulations. A phase one environmental review revealed no archaeological or cultural resources on the site.
The project promises economic benefits for Farmington and Dakota County, with significant revenue generation anticipated over the life of the project. It aims to provide utility savings to subscribers, with potential discounts ranging from five to 15 percent without any upfront costs. The energy generated will be distributed through the grid by Excel Energy, although local Farmington residents will not directly benefit from these discounts.
The Planning Commission also addressed a variance request for an eight-foot tall decorative metal fence at the Farmington Police Station. The fence will include brick columns to match the existing structure and aims to enhance security by restricting unauthorized access to sensitive areas such as the evidence room. The project has received an $869,000 grant and requires a variance because it exceeds the six-foot height limit for fences in residential areas.
The fence will enclose the police station and adjacent parking lots, with access points ensuring that the main entrance remains open except during emergencies. The Planning Commission expressed support for the project, noting its importance in protecting infrastructure while maintaining community engagement.
