Farmington Planning Commission Approves Variances for Kemps Facility Expansion

These adjustments will enable the construction of a 3,900-square-foot addition to house new cottage cheese equipment, which is essential for replacing outdated machinery that has exceeded its useful life.
During the meeting, the Planning Commission discussed the specifics of Kemps’ expansion plans. The proposed addition will be located on the west side of the existing facility, adjacent to Fourth Street. The expansion aims to accommodate modern cottage cheese equipment, which is larger than the current machinery and needs to be contiguous to the packaging area due to production requirements. The existing facility, built before current zoning ordinances, already has portions that do not meet the setback requirements, prompting the need for the variance.
Commissioners and representatives from Kimley Horn, a consultant for Kemps, explored potential impacts of the expansion, including traffic flow and safety concerns around the area. It was noted that there is approximately 17 to 18 feet of space from the property line to the curb, which will remain even after the addition. The possibility of adding a sidewalk was also discussed but not decided upon, with the Planning Commission acknowledging the area’s proximity to a park and the presence of pedestrians.
The expansion will increase building coverage on the site to 51.35%, exceeding the maximum allowable coverage of 35% within the industrial zone. Despite this, the commission approved the variances, citing the necessity for Kemps to update their equipment and maintain operations. The commission noted that previous similar variances had been granted to the facility five years ago for a boiler room addition.
With the approval, Kemps is required to obtain all necessary building permits and apply for sign permits for any future exterior signage. There were no public comments during the meeting, as no audience members were present to provide input.
