For example, the minimum building setback from residential property lines is set at 250 feet, with natural buffers of at least 40 feet along most perimeters to preserve existing vegetation.
Addressing community feedback, the commission discussed changes to building height setbacks, requiring a five-foot step back for every one-foot increase in building height. This modification aims to enhance the visual impact of taller structures. A commissioner remarked positively on these changes, viewing them as a step toward addressing community concerns. Concerns about noise mitigation and the minimum height of berms were also raised, with considerations for increasing berm height to enhance noise and visual screening.
Alongside the Technology Park, the commission explored cannabis legislation and regulations. The need to establish local cannabis regulations by January 1 was highlighted, following Minnesota’s legislative changes in 2023 and 2024. The commission reviewed draft standards, including definitions for cannabis cultivation, manufacturing, and retail. These definitions help clarify zoning code and permissible activities in various districts. Discussions included the use of conditional use permits for cannabis activities, allowing the commission to evaluate proposals thoroughly.
The debate over buffer zones for cannabis businesses was intense, with initial support for buffer zones from schools and daycare centers shifting towards a consensus against them. The comparison to alcohol and tobacco regulations led to the decision to eliminate buffers. However, concerns about public use restrictions remained, with possibilities for an ordinance prohibiting cannabis use in public areas being considered.
The commission also discussed a retail limit for cannabis businesses, aligning with state standards that permit one business per 12,500 residents, currently allowing two in Farmington. Operational hours for cannabis retail businesses were outlined, reflecting state regulations and community standards.
