- Meeting Overview:
The Lawrence Licensing Board convened on September 11 to address various licensing applications and compliance issues, with fire safety concerns taking center stage, particularly regarding a proposed capacity increase for a local establishment.
A significant portion of the meeting involved a discussion about increasing the capacity of a specific establishment from 375 to 500 people. The board had previously raised concerns and was awaiting the Fire Department’s feedback, especially concerning the adequacy of the building’s exits and egresses. A commissioner queried the Fire Department about the layout, which identified four exits: one at the front, one at the back, and two through the kitchen area. There were questions about the legality of using the kitchen and bar as exits, referencing past issues faced by another establishment, Flow Lounge, which had similar egress problems.
The Fire Department representative shared that they had recently met with the applicant, who planned to obtain a building permit for necessary modifications, including plans stamped by a registered design professional. The representative suggested that the new occupancy number might be closer to 446 rather than 500, necessitating a further evaluation of the floor plan and exits. It was emphasized that the applicant would need to secure the appropriate permits from the Building Department and modify the door sizes as required.
Concerns about the adequacy of the exits were reiterated, with a commissioner pointing out that two exits would not suffice for the proposed capacity, flagging crowd congestion as a potential issue at the front door. The urgency of ensuring compliance with safety regulations was highlighted, as the Fire Department did not want to be liable in case of an incident. The representative stressed the importance of meeting all safety measures.
The discussion concluded with a suggestion to meet with the Building Commissioner, Peter Blanchette, to clarify requirements and expedite the process. The applicant was encouraged to arrange a meeting the next day to address the concerns and ensure compliance with safety standards. The tone suggested a collaborative effort to facilitate the necessary adjustments, with the intent to safeguard both the applicant’s interests and public safety.
In other business, the board approved an application from Gateway Bar LLC for a new common victualer (common Vic) license on Mar Max Street. Mary Mosquito, representing Gateway Bar LLC, explained that the bar would serve limited food items using a ventless air fryer, including pre-packaged items such as chicken wings and pretzel bites. Fire Department Captain Delaney confirmed that an inspection had been conducted and found everything in order, advising Mosquito to consult inspectional services regarding the cooking equipment. The board approved the common Vic license unanimously.
The board also addressed a request from St. Patrick’s Parish for a one-day wine and malt beverage license for an upcoming event. Annie Santos, the business manager for the parish, aimed to create a family-friendly atmosphere at the church with the event. The license was confirmed as a wine license, and the board approved it unanimously.
Additionally, the Lawrence British Club sought a one-day patio extension on Campas Street for a member outing. Brian Liver represented the club, explaining that the patio would be set up by closing off a parking lot, with arrangements for a tent and appropriate signage. The board approved the patio extension unanimously.
The board also discussed the application from JNF Motorsports LLC for a dealer license on Broadway Street, presented by Bianca Feliz on behalf of Jose Feliz. It was revealed that the dealership aimed to transition from previous owners and required a new license. The board emphasized the need for communication with the previous owner to ensure the existing license was surrendered promptly. The application was tabled until the next meeting.
Another notable approval was for a one-day wine and malt license from ATO Dominicano, represented by Wifredo Peralta. The event was described as a social gathering focused on Dominican culture, featuring coffee, tobacco, and a jazz band. The board approved the license unanimously, with representatives informed they could collect their license the following day.
