A major focus was placed on the budget for fiscal year 2024-2025, with discussions on financial metrics and comparisons to past years. The budget overview projected a modest revenue increase of approximately $332,000, driven by a significant recovery in parking revenues. Expenditures were presented as being down by $643,000 overall, despite including cost-of-living adjustments. Notable allocations include $9.5 million for stormwater, $9 million for beach renourishment, and $4.4 million for various FEMA projects. The council also discussed the necessity of maintaining a structurally balanced budget, emphasizing the importance of matching recurring revenues with recurring expenditures.
The council unanimously approved a resolution concerning Tetr Tech for tier one projects on Carlos Circle, aimed at addressing flooding issues and inadequate flowage rates. This decision was prompted by feedback from property owners and the utilities team. Additionally, a budget item was the approval of $139,536 for emergency repairs to the town hall’s elevator, funded through ARPA funds to avoid impacting the general fund.
FEMA directives and compliance were another critical area of discussion. The council addressed a resolution requiring the town manager to implement all FEMA directives concerning temporary structures in a designated flood zone area. Non-compliance with these directives could result in severe consequences, including losing eligibility for the National Flood Insurance Program. The council emphasized the need for proactive communication with affected property owners to ensure they understand the urgency and requirements of the compliance deadline.
Infrastructure concerns were raised, particularly regarding the design integrity of side streets and the adequacy of the water system being installed. The council proposed seeking a second opinion from an outside firm to assess whether the current designs would meet future demands, especially given the anticipated increase in residential density and infrastructure needs. Additionally, the issue of construction without permits in drainage easements was addressed, with the town’s legal recourse discussed as a potential measure to ensure compliance.
A special event permit for the “Revive the Vibe Fest 2024” was approved, with council members expressing support for the event. The permit included conditions regarding street closures, open containers, and amplified sound, with additional mechanical attractions approved pending necessary approvals from relevant authorities.
The council also reviewed administrative updates to the town’s comprehensive emergency management plan, which included title changes and incorporation of participation in the Florida Division of Emergency Management’s programs.
