The council explained that roads are prioritized for paving based on their condition and budget constraints. The resident’s concerns about heavy equipment parked on Da Vinci Court potentially causing damage were acknowledged, and the council assured that necessary repairs would be conducted after paving was completed.
During the public comments section, a variety of issues were brought forward by residents, including noise disturbances from a rooster, a food truck causing obstruction, and illegal parking in areas without street lights or sidewalks. These issues were discussed, with the council explaining that enforcement of parking violations falls under the purview of the police department and zoning officer. A resident also inquired about the need for more tree planting to increase the tree canopy and decrease ambient temperature, and questioned the funding and purpose of a new sidewalk on Schoolhouse Road, as well as the potential for developing safe biking and walking paths. The council noted that the police department handles noise measurements outside of regular business hours.
The meeting also encompassed discussions about local infrastructure projects funded by the American Rescue Plan, with a particular focus on a bid package that had to be canceled and rebid due to missing federal paperwork. The Township Manager assured that the issue had been rectified and that the bid may have already been re-advertised.
Another topic was the deliberation on a 25-year contract with American Water, which included an automatic renewal clause. The council raised questions about the contract’s negotiation terms in the future. Despite concerns about being locked into a long-term agreement with limited options, the necessity for a stable water supply was emphasized.
Furthermore, the council deliberated on the need for a 20% increase in water rates, addressing the impact on median ratepayers and the introduction of a new fee for meters.
The council also discussed plans to rebuild the community garden in Non Williams Park, making it accessible to all individuals, and funding for training at-risk youth in construction trades through the Franklin Board of Education.
In addition to infrastructure and community development, the council highlighted upcoming events and initiatives aimed at community engagement and promoting positive change. These included a job fair, retail signage information discussion, and plans for a parade and community garden maintenance. The council also addressed the need for a town hall meeting to discuss safety and attractiveness in the township, potential solutions, and collaborations with the county. Furthermore, the council discussed the importance of financial support for The Meadows Foundation and encouraged community involvement.
