Franklin Planning Board Approves Affordable Housing Ordinances, Extends Church Project

The board unanimously approved the removal of this condition and granted a one-year extension for the completion of a warehouse expansion project on Davidson Avenue, extending the deadline to December 31, 2026.
The board also discussed environmental considerations in relation to a development project. Arborist Matthew Wyel presented findings from a site survey, detailing the condition of 140 tagged trees on the property. He recommended removing trees in poor condition and invasive species, while larger, mature trees along the perimeter should be preserved.
The debate over the project’s design continued as board members advocated for clustering houses to preserve natural areas. The development representative explained that while clustering was not mandatory, efforts were made to retain as many trees as possible. The current plan increased tree preservation from 42 to 51 trees with a diameter of 16 inches or larger. However, the board emphasized the need for further refinement, requesting clear visuals of tree placements and the impact on drainage and grading.
The meeting also addressed variances for a proposed subdivision. A planner explained the necessity of variances for lot frontage due to unique lot conditions. The board examined the implications of these variances. The planner argued that the variances would maintain the master plan’s intent while accommodating the subdivision’s needs.
Concerns were raised about the private road’s design, particularly its relationship to lot lines and variances. The board explored options to eliminate variances, including realigning the road and considering public road designation. Discussions touched on driveway design and public access easements for sidewalks, highlighting potential issues with the current layout.
In preparation for an upcoming meeting dedicated to the master plan, board members acknowledged the need for an in-depth review. They emphasized the importance of clustering regulations and consolidating them for clarity. Other topics included sidewalk placement and outdoor storage facilities, with the board agreeing to address these issues in the master plan review.
