Franklin Sewerage Authority Faces Delays in Key Infrastructure Projects Amid Regulatory Challenges

The Somerset Street Pump Station rehabilitation project experienced delays due to severe cold weather, but progress was made with the installation of a new channel grinder and completion of concrete slab work.
Further complications were noted in the Brookline Avenue rehabilitation project, which has seen progress with 19% of the manhole-to-manhole cured-in-place pipe lining completed. Despite this advancement, the necessity of timely fund expenditure was stressed. Dani emphasized the importance of encumbering grant funds to avoid their return, in light of approximately $825,000 already submitted from a $3 million American Recovery Plan grant from Somerset County.
Attention was also devoted to the Commerce Street Drive Pump Station project, where delays in material supply continue to impede progress. Meanwhile, the Shirley Avenue Pump Station rehabilitation is advancing with a completed survey and forthcoming settlement documents prepared by the authority’s attorney. Engineering updates included the installation of a second flow meter for New Brunswick, nearing completion, and operational updates highlighted successful snow removal and equipment maintenance during extreme cold weather.
A notable development involved the finance platform upgrade project, with Dr. Roach detailing the nearing completion of phase one. This phase focuses on finance and grant management, which is critical for the authority’s operations. Additionally, successful annual non-discrimination testing for the authority’s healthcare and dependent care flexible spending accounts was reported.
Financial reports for January were presented, indicating approximately $2.09 million received in checks and $1,332 in penalties. Year-to-date expenditures stood at approximately $6.81 million, representing a spending rate of 4.27% against the budget, with 58% of the fiscal calendar year elapsed. The authority’s cash net position reported unrestricted funds totaling around $81,900, with designated funds at approximately $4,543.
In personnel matters, the resignation of the bookkeeper was announced, with her last day approaching. The committee expressed intentions to advertise for the position again while considering a retired staff member for a part-time role. Discussions are ongoing regarding this potential return.
A series of resolutions were addressed, primarily routine in nature, including the removal of accounts due to property capping and the release of bid bonds. A significant resolution authorized an agreement with Business and Governmental Insurance Agency for risk management consulting services for 2025, valued at $167,000. Clarifications were provided regarding the services covered under this contract, including the management of liability policies and health insurance.
