- Meeting Overview:
The Franklin Sewerage Authority Committee meeting saw discussions surrounding infrastructure updates and financial maneuvers aimed at improving municipal services. Key items included the problematic water meter at Harrison Towers, the issuance of substantial project notes, and ongoing efforts to enhance public access to information through website improvements.
The water meter issue at Harrison Towers emerged as a focal point. The meter, dating back to 1969, has not been recalibrated or replaced, raising concerns about its accuracy and the impact on billing and water usage agreements with New Brunswick. This longstanding problem prompted a call for updates and action, emphasizing the urgency of resolving potential discrepancies. A costly proposal from New Brunswick for flow metering technology initially seemed daunting, but negotiations have led to considerations of a more affordable solution through an existing vendor, possibly reducing costs significantly.
In a move to support ongoing infrastructure projects, the committee introduced a supplemental resolution authorizing the issuance of project notes not exceeding $2 million. This measure aims to increase borrowing capacity for the Commerce Drive Pump Station project. Concurrently, the committee continues to address various project challenges, such as the required amendments to the warranty agreement for the High Bay Garage project and the engineering hurdles faced in modeling the 100-year flood plan.
Another area of concern involved traffic safety during road projects, with specific focus on the Brookline Avenue project. Challenges in managing traffic flow and ensuring safety have led to discussions with local police. Strategies involving a roving police vehicle to manage multiple streets were discussed, reflecting concerns over the adequacy of local police staffing for these projects.
The committee is also making strides in enhancing transparency and public access to information. This includes significant improvements to the authority’s website, designed to make meeting videos, minutes, and various reports readily available to the public. These enhancements are expected to foster greater community engagement and offer continuous access to important documents.
Additionally, the meeting addressed resolutions related to organizational changes and state health benefits program adjustments. One resolution involved changing a front office position’s title from “receptionist” to “administrative support specialist” to better reflect job functions, while another involved procedural adjustments due to property capping.
The executive director announced an upcoming brief absence due to surgery, assuring the committee of maintained communication and management through delegated authority to two managers.
Efforts to integrate solar panels into operations were also discussed, highlighting ongoing updates to agreements and rates for addressing private collection systems.
