Mrs. Peterson, residing on Lake Avenue, raised concerns about enforcing local ordinances concerning property upkeep. She described her efforts in maintaining a nature-friendly backyard that supports various pollinators and expressed frustration with a neighbor who has not maintained their property, resulting in what she described as a “trash dump” near her home. She highlighted the inconsistencies in enforcement, noting that a previous neighbor had been fined for unkempt flowers and grass, while the current neighbor’s neglect seemed to go unchecked. Mrs. Peterson specifically requested that the council ensure this neighbor mows their entire yard and addressed issues of idling trucks, loud noises, and suspicious activity occurring at that address. She urged the council to enforce ordinances and monitor the situation, expressing concern about potential implications for local infrastructure, particularly regarding gas and sewage pipelines.
The council also discussed several upcoming community events. Councilman Francois mentioned an upcoming event on September 7th at the Franklin Food Bank, which is hosting an annual concert party from 2 to 10 p.m. on Butler Road. He noted that a permit for the event was being passed and remarked on the event’s growth over the years, highlighting its role in fundraising for the food bank. Additionally, Francois informed attendees about the Franklin Youth Center’s “Ready Set School” event on September 7th from 3 to 6 p.m., aimed at alleviating back-to-school stress for students and offering school supplies and information about programs available at the youth center.
Phyllis Beels from 6 Alma Court announced an upcoming event, a “Hope and Healing Overdose Awareness Vigil,” scheduled for August 28 at 6:30 p.m. This initiative was described as a gathering to support those affected by addiction and to raise awareness around the issue. Similarly, Benjamin Guy, residing on P Drive, informed the council about a community event planned at Williams Park on August 17, emphasizing that it would feature fun activities and distribution of book bags for children. He also raised two suggestions for the council’s consideration regarding the Hamilton Street area. He noted that it might be beneficial to adopt new codes to incentivize business growth along Hamilton Street, which he suggested could be classified as a main street to attract additional support from state and county entities.
The council considered financial matters, approving warrants amounting to $11,825,778.86, and discussed an ordinance amending the municipal code regarding parking restrictions to ensure access for the Sewerage Authority. The ordinance was introduced and scheduled for public hearing and final adoption at the next meeting.
In old business, the council appointed members to the Municipal Alliance and Youth Services Commission, recognizing their volunteerism and commitment to the community.
