Franklin Town Council Rejects Legal Settlement Amid Affordable Housing Discussions
- Meeting Overview:
The Franklin Town Council meeting was marked by a decision to unanimously reject resolution R8526, a consent to settle a legal matter labeled GL-L-1245-23. This decision came amid ongoing discussions about affordable housing compliance and the township’s strategic planning efforts, which are crucial in preparation for an upcoming compliance hearing. Additional topics included the appointment of law enforcement officers, the introduction of ordinances related to affordable housing and public notices, and community engagement in township planning.
Affordable housing was another focal point of the meeting. A prepared statement was read before the public portion, emphasizing the necessity of certain agenda items related to affordable housing for compliance with state regulations. It was highlighted that these compliance measures were standard across New Jersey and unrelated to a previous settlement tied to an ALR development. The township had engaged experts in various fields, including a sewer water public utility engineering expert and an affordable housing planner, to aid in its compliance efforts. The spokesperson noted a shift from pursuing the ALR settlement to focusing on an affordable housing plan adopted in June 2025, which necessitated adjustments to the affordable housing ordinance and development fee ordinance to align with regulatory changes.
During the public comment session, a resident advocated for increased transparency and the formation of an advisory committee consisting of community volunteers. This proposal was aimed at fostering collaboration and gathering diverse perspectives to address the township’s housing requirements. The resident highlighted the community’s eagerness to contribute to the process, emphasizing the importance of working together to bring about change.
In addition to these discussions, the council approved several resolutions and introduced multiple ordinances. Resolution 9826 appointed Alexander Tarquinio as a special law enforcement officer, while Resolution 9926 sponsored police recruit candidate Shannon Ree for training at the Gloucester County Police Academy. Resolutions were passed to refund taxes paid in error and grant tax exemptions for totally disabled veterans. The council also approved a fee proposal for Burgess Associates, Inc. to serve as the township’s affordable housing planner for the rest of the year.
Ordinance introductions covered a range of topics, including the repeal and replacement of township code chapter 138 concerning affordable housing regulations, amendments to public notice requirements, and property ownership adjustments. Notably, Ordinance 10:26 aimed to align affordable housing regulations with current standards, while Ordinance 11:26 required non-public entities to comply with public notice requirements. Ordinance 12:26 and Ordinance 13:26 involved the township’s acquisition and renunciation of property interests, respectively. Ordinance 14:26 proposed establishing municipal positions related to the community center, specifying roles and compensation.
The second public portion featured a resident expressing concerns about affordable housing regulations, particularly the unintended consequences of recent reinterpretations of regulations. This resident, from Malaga Village, shared a personal story about delays in constructing a room for their parents due to these reinterpretations, highlighting the need for clarity and consistency in housing regulations.
Committee reports included updates on community events and initiatives. A council member shared their participation in a K9 fundraiser and a Revolutionary War dedication event. Another member acknowledged the library’s new digital streaming service app, Hoopla.
