Franklin Township Council Deliberates Castleton Park Land Diversion for Senoko Valve Project

The state house is anticipated to make a final decision by December 25, 2025, allowing Senoko to commence work in early spring 2026 if approved. Compensation for the township is set at ten times the appraised land value, equating to $158,000, which must be used to preserve four times the acreage elsewhere in the township within two years.
Public concerns were raised about the absence of direct communication from Senoko representatives during the meeting. Residents expressed frustration over the lack of firsthand answers from the company, emphasizing the need for official responses to their queries. The council clarified that while Senoko typically does not participate in these hearings unless public interest arises, all public comments would be documented and addressed through the Green Acres program.
Discussions also touched on the technical aspects of the Senoko project. The installation of a new valve aims to replace an outdated and inefficient system. The current valve’s location poses flood risks, which the new site will mitigate by elevating the infrastructure above potential flood zones. Concerns about wildlife access prompted discussions on the proposed 8-foot fence, deemed beneficial for safety despite aesthetic considerations.
Financial implications of the diversion were scrutinized, with the council asserting that the classification as a major diversion necessitates monetary compensation to the township. The appraised value was calculated by a state-level appraiser. The township must utilize these funds to acquire additional open space, preserving community green areas amid infrastructure developments.
