- Meeting Overview:
At the Franklin Township Council meeting on December 10, 2024, the council tackled issues ranging from park permits and traffic studies to affordable housing and community events. Challenges with the New Jersey Department of Environmental Protection (NJDEP) regarding Catala Park, ongoing traffic studies, and a new ordinance on affordable housing were among notable topics discussed.
One of the primary concerns discussed was the ongoing delays with the NJDEP in securing permits for Catala Park. The township manager detailed the struggles faced, stating, “we have struggled… it seems like every time we get to the goal line they move the goalpost.” The council expressed optimism that these issues would be resolved by January, allowing the park project to proceed to the bidding stage. The conversation highlighted the broader issue of park maintenance, with updates provided on the current state of the play area at Middle Bush Park. Despite being five years old, the playground meets safety standards, and the council has proactively budgeted for park upgrades over the years.
Traffic and road safety were another focal point during the meeting. The council discussed the complexities of installing speed humps in neighborhoods, a topic introduced by a council member who shared experiences of both support and opposition from residents. The member mentioned a specific instance on Appleman Street, where the dissent of a single resident delayed the installation of a speed hump, contrasting this with other municipalities that proceed without individual neighborhood consent. Residents interested in such measures were encouraged to reach out directly to discuss their concerns.
Additionally, updates were provided on the master plan traffic study. There was acknowledgment of the public’s eagerness for information, with assurances given that a review of findings by an internal committee was scheduled. A council member stated, “we don’t want to rush this out,” emphasizing the importance of comprehensive analysis before presenting findings in a public session.
Affordable housing was another significant topic of the evening. A council member shared insights from discussions with the Central Jersey Housing Resource Center. The member noted that many individuals are currently residing with family members while seeking housing of their own. In alignment with this, the council introduced an ordinance to amend the municipal code regarding affordable housing, correcting errors related to the now-defunct Council on Affordable Housing. The ordinance was approved unanimously.
Community engagement and events also formed a substantial part of the discussions. The recent holiday tree lighting ceremony received commendations for its increased attendance and community spirit, with participation from local high school students and Boy Scouts. The township manager also announced a free rabies clinic for dogs, stressing the importance of pet vaccinations.
In terms of community concerns, the council addressed the maintenance of a water retention basin, an issue brought up by residents three years earlier. Plans were set to inform residents about the maintenance strategy to address vegetation growth in the area. The council also touched on issues of human trafficking and homelessness, with a council member noting that January is Human Trafficking Awareness Month and announcing a National Homeless Memorial event scheduled for December 21, where hygiene supplies will be collected for those in need.
The meeting concluded with an executive session to discuss potential litigation regarding redevelopment matters. Following this session, the council passed a resolution authorizing the planning board to investigate certain parcels for redevelopment potential. The resolution was passed without opposition.
