- Meeting Overview:
In a recent meeting of the Franklin Township Environmental Commission, the discussion centered on the environmental implications of local development projects, including proposed subdivisions and site plans, as well as the commission’s outreach efforts to promote energy efficiency among residents. The commission debated the potential impact of new developments on the neighborhood, the importance of native tree species in landscaping, and impervious surface coverage affecting stormwater management. Additionally, they addressed concerns about a local intersection’s traffic flow, flooding issues, and the community’s participation in energy efficiency initiatives.
A significant portion of the meeting was dedicated to reviewing several site plan applications, particularly one involving the construction of a warehouse. The commission scrutinized the tree removal plan associated with this project, emphasizing the need for native species in the proposed landscaping. The plan’s compliance with tree replacement requirements was questioned, with a suggestion to revise the tree schedule to include a wider variety of native species.
Another topic of interest was a proposed residential subdivision on First Street in Somerset. The subdivision plan, which would divide the lot into two undersized lots, elicited concerns about setting a precedent for larger houses in the neighborhood and the impact on the local environment. The proposed impervious coverage for the new house was noted, and the commission underscored the importance of clarity regarding this aspect of the project.
Additionally, an application for a residential property that proposed exceeding the permitted lot coverage was discussed. The commission recommended re-evaluating the tree planting plan to ensure a balance between tree removal and replacement and advocated for a house placement that would retain some existing trees.
The commission’s focus on sustainability extended to their review of a separate subdivision proposal, where they deliberated the implications of the noted impervious coverage, which included 14.4% and 15.2% for the new lots. Questions were raised about the definition of impervious coverage and its relation to environmental impacts, such as stormwater runoff and the reduction of solar energy opportunities.
In terms of outreach, the commission outlined plans for an Energy Efficiency Grant campaign. They proposed a target for residential involvement and discussed the utility company’s role in tracking progress. To promote the campaign, two events at libraries, a township council meeting, a daytime event at Canal Walk, and a virtual session were proposed. The commission also considered using Nixel, a community notification service, for promoting stream cleanups and other events.
Furthermore, the commission discussed the importance of securing funds for promotional materials, such as a stand-up vertical banner and a tablecloth, for their tabling at events like the Franklin Day and Independence Day celebrations. They explored the idea of designing a new logo and potential taglines to enhance their visibility and reach.
Public comments brought up the issue of potential changes to a local parking area and ongoing flooding issues, which the commission acknowledged as areas of concern. Additionally, the commission discussed a postponed hearing related to a pipeline and potential construction of a warehouse, voicing concerns about the environmental impact and potential hazards of the pipeline.
Environmental regulations were also a significant topic, with debate over the enforcement and countywide implementation of anti-idling regulations and proposed plastic ordinances to reduce waste. The commission contemplated reaching out to the council to propose model regulations for reducing single-use plastics in takeout orders.
