- Meeting Overview:
The Franklin Township Council meeting covered topics including a $1 million state grant for the Center for Great Expectations, local traffic safety initiatives, community events, and recognition of Hispanic Heritage Month.
Assemblyman Joe Danielson highlighted the Center for Great Expectations, which aids women and children facing abuse and addiction. Emphasizing the center’s mission to create a supportive environment and break cycles of generational issues linked to addiction and neglect, Danielson announced a $1 million state grant. Despite this significant funding, the center still faces a $1.5 million deficit for one of its segments. Peg Wright, representing the center, expressed gratitude and detailed their comprehensive care approach, which aims to reduce maternal mortality linked to substance abuse.
Public Safety Director Quill Mayweather and representatives from the Franklin Township Police Department provided an update on the “My Brother’s Keeper” (MBK) program, which aims to prepare young men of color for life’s challenges. They discussed the program’s goals of creating a violence-free environment and ensuring youth safety from violent crime. The presentation outlined the benefits of their certification application, including violence reduction and eligibility for grants and mentorship opportunities, expressing optimism about Franklin Township becoming the second certified city in New Jersey under this initiative.
Deputy Mayor Ed Potosnak presented a proclamation for Hispanic Heritage Month, which runs from September 15 to October 15. The proclamation recognized the cultural heritage and contributions of Hispanic and Latino Americans. Community members from various sectors stood with him as he read the proclamation, noting the significance of honoring the achievements and diversity of these communities within the township.
A significant motion regarding safety improvements on Canal Road was introduced. The proposed measures included painting “stop sign ahead” markings and marking junctions to enhance driver awareness. An amendment was also proposed to include additional safety measures for one-lane bridges on Canal Road. The Township Manager explained that while there is an ongoing effort to address traffic safety, the history of accidents did not justify flashing beacons at the discussed intersections. The costs associated with these safety features were also discussed, with the Manager indicating that the proposed stop signs would likely require a capital project for 2025, while pavement markings would be less expensive and easier to justify.
Councilman Alex Kharazi addressed the council and attendees, reflecting on the summer’s new business openings and expressing hope for their success. He informed the public about upcoming free flu shot clinics organized by the Somerset County Health Department and announced the availability of the Anchor program for homeowners with specific income thresholds. Kharazi also highlighted a Human Relations meeting set for September 25, featuring Reverend Sonia Red as a guest speaker, focusing on community collaboration. He recognized local organizations for their contributions, specifically mentioning a back-to-school backpack program and another initiative providing new clothing for students at Pine Grove Manor School. He also announced openings on both the Advisory Board of Health and the Human Relations Commission, encouraging interested individuals to sign up via the township’s website.
Councilwoman Kimberly Francois reflected on a successful community day event held on August 17, where over a thousand book bags and meals were distributed to families. She praised the community’s participation, highlighting the involvement of local organizations and the positive interaction between the police and children at the event.
Councilman James Vassanella reminisced about the community day, acknowledging the history of the event and its revival over the years, crediting community members for their contributions. He also emphasized recognizing Hispanic Heritage Month and the positive impact of local nonprofits, such as the Center for Great Expectations.
Councilwoman Shepa Uddin addressed the status of the BI study, clarifying that it is not yet complete and that the committee has not generated any recommendations. She noted that the traffic study is finished, while the planning study, which will utilize information from the traffic study, is just beginning. Consequently, there are no recommendations available from the planning report at this time.
The Mayor mentioned the resignation of a library board member and the intention to appoint a new representative. He addressed concerns regarding the potential closure of the East Franklin Firehouse, stating that he would do everything in his power to prevent it, recognizing its high performance within the fire district.
The Township Manager reminded the council about Franklin Day scheduled for September 28, an event designed to celebrate the community with various activities, food vendors, and entertainment, emphasizing its significance as a community-wide celebration.
