Franklin Zoning Board Approves Verizon Cell Tower Fence Change and Muslim Foundation Subdivision

Despite these assurances and the explanation of additional security measures, including 24/7 monitored alarms, some board members were concerned that the chain-link option would not match the visual and functional standards set by the original approval. After much deliberation, the board decided to delay their decision, opting instead to review the situation further at the next meeting on March 6.
Simultaneously, the meeting addressed a major subdivision application by the Muslim Foundation. The foundation sought to adjust lot lines for properties at 45 and Cedar Grove Lane. The representative clarified that the subdivision involved minor landscaping changes and shifting of lot lines without immediate physical construction. The board examined the proposal’s compliance with zoning laws, focusing on the conditional use standards related to schools within residential zones. Although the subdivision increased the lot size to over 9.6 acres, exceeding minimum requirements, it required a D3 variance due to non-compliance with some buffering conditions. The project aimed to enhance the buffer between existing facilities and adjacent properties, aligning with town requirements. Board members questioned the necessity of certain alterations if the main intent was to adjust property lines, but the applicant stressed the importance of adhering to conditional use standards. Following thorough discussions, the board approved the Muslim Foundation’s request, contingent on several conditions, including submission of a property deed and a commitment to return for any future changes impacting the buffer zone.
Another application considered was from Sherry and William Schneider, who sought a variance for constructing a 12 by 24-foot storage shed on Emerson Road. The shed was intended to store a classic car and lawn equipment, requiring a setback variance due to the proximity to the property line. Board members raised concerns about fire safety codes and the necessity of the shed’s size. The discussion included potential compliance issues if the shed’s construction or zoning permits were denied. Ultimately, the board approved the variance, allowing the shed to be built with specified conditions.
Additionally, the board reviewed an application from Manu and Vidu Goyal, who requested a variance for a one-story addition on Julie Court. The addition, designed to accommodate the owners’ parents, complied with all setback requirements except for a slight increase in impervious coverage. Despite environmental commission recommendations for solar panels, the applicants had no immediate plans for installation. The board granted the variance, emphasizing the importance of addressing drainage concerns.
