- Meeting Overview:
The Franklin Zoning Board convened to scrutinize a proposal for the redevelopment of Rucker’s Plaza, focusing on the construction of a four-story apartment building with 200 residential units, while also addressing concerns over traffic, safety, and environmental impacts. The redevelopment plan, which emerged due to difficulties in attracting anchor tenants for the former Kmart space, sparked debate around the viability of mixed-use components and the potential impact of new residential spaces on the local economy and infrastructure.
At the heart of the meeting’s discussions was the proposal to revitalize the Rucker’s Plaza shopping center through the construction of a mixed-use development, entailing a shift from commercial to residential space. The applicant’s representative highlighted the challenges faced by the shopping center, including the struggle to replace the vacant Kmart and the impact of e-commerce on traditional retail. Despite efforts to lease the space using various marketing strategies, no viable options had been identified, prompting consideration of alternative uses such as residential components.
The proposed four-story building, encompassing 250,475 square feet, would include affordable housing units and improvements to the site’s infrastructure. Plans detailed the installation of pedestrian pathways, outdoor dining areas, facade enhancements, and a reconfiguration of the internal access driveway. Further, the development would feature 88 electric vehicle (EV) charging stations and a dedicated lane for drop-offs and pickups.
The board questioned the potential impact of the proposed development on the township’s school district and the viability of attracting indoor sports franchises and pickleball uses to the site. Concerns were also raised about the possibility of the Stop and Shop leaving in 2025 and the demand for federal funds for pre-kindergarten activities.
During the public comments segment, residents raised a variety of concerns. Vanessa Davenport queried the board’s experience with residential development, Linda Powell sought details on retail space dimensions, and Nicole Pride pushed for evidence of outreach efforts to potential tenants. Questions regarding the sale of the lease, public outreach, and rental rates were also posed. Scott Turner from Menlo Engineering presented a site plan, addressing existing conditions and proposed modifications.
Discussions expanded to address the impact of the project on traffic, safety, and environmental concerns. Queries about the maximum occupancy of the development, the provision of sidewalks to local establishments, parking spot allocation, and EV charging stations were also prominent.
The board delved into the technical aspects of the project, probing into matters such as the water table, flood frequency, parking lot design, building dimensions, and the types of variances being requested.
Furthermore, residents expressed skepticism about the site’s stormwater management system’s capacity and raised safety concerns for children in relation to sidewalk design. The board considered the feasibility of solar panels, pervious pavement, and the use of native plants for stormwater management, as suggested by the environmental commission.
The zoning board engaged in detailed inquiries to ensure that the proposed redevelopment would adhere to zoning regulations while considering the potential impact on the surrounding area.
