- Meeting Overview:
The Freetown Board of Selectmen’s meeting on November 4, 2024, was dominated by discussions on implementing body cameras for the police department and approving GPS tracking for town vehicles, alongside routine matters like donations and holiday events.
The principal focus was on the proposed implementation of body cameras for the Freetown Police Department, an initiative that has been in negotiation with the police union for several years. The Chief of Police detailed a recent grant application submitted in spring 2024 intended to fund body cameras for 25 officers, with the hope that the grant would cover the initial setup costs, including training for officers. The anticipated expenses for the body camera program could surpass $200,000 if the grant does not materialize, encompassing the purchase of cameras, mounting devices, servers, and necessary software.
The board members inquired about the financial aspects of the program, including equipment costs and the additional workload the new system might impose on the department. Concerns were expressed about the potential need for hiring additional personnel to manage the body camera system effectively. The Chief noted that the presence of body cameras could serve as crucial evidence in legal situations, possibly reducing costs associated with lawsuits. The point was made that body cameras might alter behavior, providing a more accurate account of events, and could help defuse tense situations.
The board also addressed the potential implications of public records requests related to body camera footage. Handling these requests would necessitate a different approach compared to other public records, and training would be essential to manage them effectively. Concerns were raised about the financial burden on the town from extensive record requests, especially those driven by ulterior motives, which might impose high costs.
Simultaneously, the board approved the introduction of GPS tracking for town vehicles, excluding police and fire vehicles. Geotab was selected as the preferred system, priced at $20.50 per vehicle per month, due to its comprehensive features and ease of use. The board highlighted that GPS tracking could enhance safety and security for employees in the field while providing clarity in case of vehicle-related incidents. Potential insurance discounts for having GPS systems were also considered.
The meeting also covered several other topics. The proposal for a holiday decorating contest, “Deck the House,” was approved, focusing on recognition rather than monetary prizes. A Paint and Sip event at the VFW and a comedy night were also endorsed. The board approved a donation of $500 from the Lions Club to the Council on Aging, and several new town policies were adopted without dissent.
Additionally, the board discussed surplus vehicles, including a 2011 Ford F250 and a 2010 Ford Expedition. The latter, previously used by the Animal Control Officer, was to be listed on Municibid for sale with a starting bid of $2,000, recognizing its poor condition.
A significant operational decision was the awarding of the paving and milling project for Dean Street and W. Cudworth Avenue to PJ Keating, the lowest bidder at $88,200. The board also addressed healthcare rates, noting a 20% increase due to Medicare reforms, and discussed the use of Federal Opera money, with a balance of approximately $240,000. There was a notable request for a front-end loader, costing around $220,000, which required board consideration due to its potential impact on remaining funds.
