The commission then moved to consider the third septic-related request involving construction on Roundville Drive. The need for this determination arose due to a possible alteration of wetlands on an adjacent parcel. The commission gave the go-ahead for this project as well, stipulating the installation of a silt fence to protect the nearby wetlands.
Following the discussions on septic systems, the commission reviewed a modification to the approval order of conditions for a property on Innovation Way. The principal of the project presented minor revisions made in response to comments from the planning board and the city, which were subsequently approved by the commission.
The meeting also addressed environmental concerns, specifically the request to remove five dead trees on Cliff Drive. The commission initially expressed uncertainty regarding the certification of the trees’ condition but eventually reached a consensus, granting a negative determination for the proposed removal.
A public hearing for a property on Walnut Street became another focal point of the meeting. The property owner discussed issues raised by a neighbor about water flow and the location of a culvert, detailing the culvert’s position and suggesting that it redirected water from the neighbor’s land. The commission deliberated on adding pipes to better manage the flow of water and decided to continue the public hearing to a future date to finalize the proposed modifications.
The commission engaged in thorough discussions, carefully weighing the implications of each request before arriving at their decisions. The meeting also covered various administrative matters, including the review of a resource area delineation application and a vote on reappointments for gatekeepers and a conservation agent. Discussions about compensation for these positions ensued, and the commission approved the reappointments.
A administrative development was the debate and subsequent approval of an online permit contract with Full Circle Technologies. After considering the inclusion of a 3% credit card fee to offset transaction costs, the commission voted in favor of the new system, advancing the commission’s operations into the digital age.
Lastly, the commission touched upon the potential relocation of the conservation office, emphasizing the dire condition of the current premises and the necessity of maintaining public accessibility.
