Gardner City Council Debates Cell Tower Proposal Amid Coverage Concerns
- Meeting Overview:
In a recent meeting, the Gardner City Council intensely deliberated over a proposed 130-foot monopine cell tower at the Walmart property on Tony Boulevard. The tower aims to enhance wireless coverage for major carriers, addressing signal deficiencies in the area. Alongside this, the meeting saw discussions on zoning variances for residential properties and procedural issues surrounding permit applications.
The most notable discussion revolved around the proposed cell tower, presented by Shazad Mimmude from Kimley Horn, representing SBA Communications. The tower’s purpose is to improve wireless service for major carriers like AT&T, Verizon, and T-Mobile, responding to a noticeable coverage gap.
Council members expressed concerns about the tower’s location, particularly its proximity to the main road and the existing parking lot. Mimmude explained that due to existing utilities and easements, the tower could not be sited further back on the property. The tower’s compound, requiring a 45 by 50-foot area, is designed to accommodate multiple carriers.
A significant part of the debate centered on the tower’s fall zone due to its height. Mimmude reassured the council that the tower incorporates “breakpoint technology,” enabling it to collapse within itself during a catastrophic failure, thereby not affecting surrounding areas, including the parking lot. He confirmed that the shortest distance to the property line would be 169 feet, complying with safety regulations. However, discussion ensued over whether the existing regulations, which require a clear fall zone, might necessitate a variance due to the tower’s design.
To address aesthetic concerns, Mimmude detailed landscaping plans intended to camouflage the tower and integrate it with the existing environment. A council member stressed the need for the proposed shrubbery to align with the area’s aesthetic, requesting a comprehensive vegetation plan. Technical difficulties with presentation equipment temporarily paused the meeting, but upon resumption, Mimmude continued to demonstrate the tower’s importance via data supporting the necessity for improved regional coverage.
As the council members sought clarity on the tower’s impact on the surrounding area, questions arose about the visual implications of such a tall structure amid existing trees. Mimmude emphasized the design’s intention to minimize visual disruption, ensuring the installation meets all local, state, and federal regulations, including those from the FCC and FAA. The council underscored that their decision would be greatly influenced by community input and adherence to local regulations.
Another topic was an application for dimensional relief from frontage requirements for a property on Stewart Street. The property, located in a single-family residential zone, lacked the required frontage. The applicant, not responsible for the property’s nonconforming status, sought relief due to past misinterpretations of the general laws. The council discussed the historical context of the neighborhood, noting many adjacent lots also had deficient frontage. The proposal’s benefits, including increased housing stock and tax revenue, were highlighted, leading to a unanimous vote in favor of the application.
Additionally, the council reviewed a variance request for a property on Walnut Street by Walnut Heritage Trust. The representative, John Geren Lawauer, presented a revised site plan for converting part of an existing building into residential space with additional parking. The plan aimed to reduce the site’s impervious area while maintaining zoning compliance. Environmental considerations were emphasized, with a focus on using permeable materials to enhance drainage.
