Gardner City Council Upholds Single Tax Rate to Spur Business Growth
- Meeting Overview:
In a notable decision during the Gardner City Council meeting on October 20, 2025, the council unanimously approved maintaining a single tax rate for fiscal year 2026. The meeting also confirmed multiple appointments to various city authorities, including the redevelopment and industrial development finance authorities.
The council’s decision to uphold a uniform tax rate across residential, commercial, and industrial properties was a central focus of the meeting. Mayor Michael J. Nicholson presented an overview of the benefits associated with a single tax rate, emphasizing its role in attracting businesses and promoting economic development within Gardner. By avoiding a split tax rate, the city aims to prevent increased residential taxes that could deter business investments. Mayor Nicholson pointed out that maintaining a uniform tax rate has historically contributed to a steady expansion of Gardner’s tax base and job market. The Mayor, backed by the city assessor’s office, recommended a tax factor of one, which was included in the documentation provided to the council members.
Following the Mayor’s presentation, the floor was opened for council members to discuss the proposal. No opposition was raised during the public hearing, leading to the closure of this segment. Councilor Kazinskus commended the Mayor, the assessor’s office, and the auditor for their diligent efforts in streamlining the tax classification process, which facilitates timely dissemination of tax-related information to residents. The council subsequently passed the motion to set the residential tax factor at one without dissent.
In addition to tax matters, the council deliberated on several appointments. The confirmation of Jonathan Zlotnik to both the redevelopment authority and the industrial development finance authority was highlighted. Councilor Kazinskus, introducing the measures, praised Zlotnik’s extensive experience since his election in 2012 and his adeptness in navigating state processes to benefit Gardner. Despite Councilor Tone’s abstention from the vote due to his position as chairman of the Gardner Redevelopment Authority, Zlotnik’s appointments were confirmed with unanimous support.
Further appointments included the confirmation of Judy Mack to both the redevelopment authority and the industrial development finance authority. Councilor Brooks noted her extensive service to the city, including her roles at the library and as a teacher and guidance counselor. Although Mack abstained from voting on her appointments due to a conflict of interest, the council confirmed her roles, recognizing her valuable contributions.
The meeting also addressed other appointments, such as Joshua Cormier’s reappointment as director of purchasing civil enforcement and the new appointment of Philip Buzzeski to the youth commission. Councilor Hegman, speaking on behalf of the appointments committee, endorsed Cormier’s reappointment, citing his efforts to enhance efficiency within his department. Similarly, the appointment of Buzzeski was supported, with council members noting his involvement in youth programs and previous work with the Department of Children and Families. Both appointments were confirmed without opposition.
In the realm of public safety and infrastructure, the meeting included updates from the Safety Committee. Reports from the health, building, fire, and police departments highlighted staffing challenges, ongoing projects, and community outreach efforts. Notably, the fire department reported full staffing following the graduation of new recruits and discussed a grant that would improve communication equipment. The police department provided updates on their body camera program and emergency operations center renovations. The council commended these departments for their dedication and informative updates.
The financial undertakings of the city were also a point of discussion. The Finance Committee addressed Item 11700, authorizing the city to borrow over $6.9 million for the Gardner Middle School’s roof replacement project. Questions previously submitted to the Mayor were addressed.
The meeting concluded with routine matters, including the confirmation of additional appointments to various commissions, such as the cultural council and housing authority. The council also briefly discussed a correspondence regarding the title of the department of inspectional services, with a motion to place the correspondence on file passing after a discussion about maintaining clarity for residents.
