- Meeting Overview:
At the recent Gardner Conservation Commission meeting, members discussed the ongoing status of several significant projects, including updates on a trail development, the extension of a storage facility, and procedural updates regarding the city’s electronic permit system. Key projects were continued to future meetings for further review.
The meeting began with a review of the progress on the trail project. One member provided a detailed report on the current state of the trail, noting that while most of the work is progressing well, there are still some erosion controls that need to be installed. The member stressed the importance of completing these controls to avoid further delays and ensure the project’s compliance with environmental standards. Approximately seven trees were identified as needing pruning or removal due to their condition or proximity to the trail. Additionally, there was a discussion about managing a section of knotweed along the trail, with workers opting for manual removal to avoid using chemicals near sensitive resource areas.
Next on the agenda was the extension of the storage facility on Colony Road. The project, which involves adding seven storage containers, four of which fall within buffer zones of a bordering vegetated wetland, is under a violation enforcement order. Members noted that a site visit had been conducted, and it was confirmed that no new disturbances had occurred since the last review. The commission decided to continue the hearing to the next meeting to gather more information and ensure compliance with all regulations.
The commission also touched on issues on Topaz Terrace. This item was postponed as they await a Department of Environmental Protection (DEP) number and resolution of legal complications. The commission emphasized the need for the property management to follow procedural requirements closely.
Another point of discussion was the upcoming professional development conference for commission members. The commission planned to attend various sessions and voted to allocate funds for participation. Members agreed to coordinate which sessions each would attend to maximize coverage of different topics.
In other updates, the commission reported that the city’s electronic DEP account is now operational for the first time in nearly a decade. This system streamlines permit submissions and reduces postage costs. Additionally, it was mentioned that National Grid would be submitting plans for a proposed recloser installation off East Broadway in the coming weeks.
The meeting concluded with a brief mention of future meetings scheduled for October 28th and November 25th. The commission remains committed to addressing ongoing projects and ensuring the city’s compliance with environmental regulations.
