Gardner Conservation Commission Emphasizes Monitoring and Maintenance of Sludge Landfill Amid Concerns
- Meeting Overview:
In a recent meeting, the Gardner Conservation Commission focused on a range of environmental issues, with attention given to the ongoing monitoring and maintenance of the city’s sludge landfill. The commission addressed public concerns, enforcement orders, and feedback from a key environmental conference.
The most pressing topic of the meeting revolved around the enforcement order related to the sludge landfill. Resident Alan Russo expressed his support for Mayor Michael J. Nicholson’s directive to halt any expansion of the existing landfill. Russo highlighted a previous discussion involving the Department of Public Works (DPW) Director, which confirmed that the sludge landfill project had been discontinued. He urged the DPW to submit a plans to address stormwater management improvements, as the landfill operations are expected to continue for at least four more years. Russo raised specific concerns about omissions in the McClure Engineering report, particularly the lack of mention of a significant erosion and sludge washout incident anticipated to occur in March 2025, as well as inspections of stormwater and leachate management infrastructure.
In response, a commission member acknowledged the need for ongoing monitoring of the landfill, especially with the spring season’s potential for heavy rain events. The commission agreed on the importance of observing the site during actual rainstorms to better understand conditions and challenges. The commission resolved to request updated reports and a maintenance plan from the DPW, given the absence of recent updates. They made a motion to continue the enforcement order until April 13th, allowing time to gather the necessary information and ensure proper management of the landfill site.
The commission also turned its attention to other enforcement orders, noting the absence of updates on properties at Nicole Terrace, 282 Brookside Drive, and Traverse Street. They decided to communicate with the owner of 31 Traverse Street, who had yet to respond to a request for a survey. The commission agreed to continue this matter until April 13th, with a decision to remove it from the agenda if no response was received by that date.
In old business, the commission revisited the longstanding issue concerning a property on Mil Street. Frustration was expressed over the lack of communication from Mass Dam Safety regarding this matter, which has remained unresolved for several years. The commission emphasized the need for a written update from Emily Caruso at Mass Dam Safety, considering the ongoing lack of responses unacceptable. They decided to continue this item until April 13th, 2026, with hopes of receiving a response by that time.
In new business, the commission noted the issuance of the order of conditions for 677 Tying Boulevard on March 5th, following final edits. Budget-related matters were also discussed, with members encouraged to bring questions to the next meeting. Improved format of budget documents was acknowledged, allowing clearer visibility into financial matters.
The meeting also reflected on the recent Massachusetts Association of Conservation Commissions (MACC) conference. Members highlighted valuable courses attended, including those on emergency certifications, wetland restoration, and river restoration and permitting design. The conference provided insights into practices relevant to the eastern part of the state but also emphasized the need for statewide resources to streamline project timelines.
The commission discussed the importance of site visits and proposed group meetings for such visits to apply conference knowledge effectively.
Concerns about a weed problem in an unspecified area were raised, with members expressing disappointment over the lack of progress and communication from a third-party consultant. The meeting concluded with discussions about the Gardner Nature Trail and a tree planting project near the cemetery, which faced challenges due to delayed communication.
